JOB PURPOSE:
Reporting to the Commissioner Enforcement; the purpose of this role is to provide
strategic planning and policy development within Debt Management function by developing
long-term debt management strategies aligned with organisational objectives and
regulatory requirements as well as formulating policies and procedures to guide
debt management operations and ensure compliance with tax and customs laws.
KEY
RESPONSIBILITIES
Monitoring
and improving the rate of debt recovery to ensure that outstanding tax and
customs debts are collected efficiently and effectively.
Setting
and achieving targets for reducing the overall level of outstanding tax and
customs debts through strategic debt management initiatives.
Enhancing
taxpayer compliance by implementing measures to reduce instances of delinquency
and improve voluntary debt repayment.
Streamlining
debt management processes and workflows to maximize operational efficiency and
minimize resource utilization.
Identifying
and mitigating risks associated with debt management activities, such as
non-compliance, fraud, and financial losses.
Ensuring
high levels of satisfaction among taxpayers, debtors, and other stakeholders by
providing responsive, fair, and transparent debt management services.
Ensuring
compliance with all relevant legal and regulatory requirements governing debt
management activities, including tax and customs laws, privacy regulations, and
debt collection practices.
Utilizing
data analytics tools and techniques to analyse debt-related data, identify
trends, and generate actionable insights for informed decision-making.
Optimizing
the allocation of human, financial, and technological resources to support debt
management objectives and initiatives effectively.
Leading
initiatives to continuously improve debt management strategies, processes, and
systems based on performance feedback, industry best practices, and emerging
trends.
Requirements
QUALIFICATIONS AND EXPERIENCE
A Master’s Degree in either Finance, Accounting, Law, Business
Administration, or a related field. A professional certification in a relevant
discipline (e.g., CPA, ACCA, CIMA) is an added advantage.
At least 10 years relevant experience in debt management,
financial operations, tax, customs, or a related field, with a minimum of 5
years’ experience in management capacity.
