Position Summary

The Executive Director of Capital Improvements will be responsible for the oversight and management of all capital projects. This includes overseeing construction, renovation, repairs, replacements, and improvements of school building to ensure monies allocated to facility projects adhere to OPSB and state guidelines.

Essential Duties and Responsibilities

  • Ensures all district managed capital projects and emergency repairs are completed timely and within budget;
  • Provides oversight of all school operator managed capital and emergency repair projects funded by the School Facility Preservation program per district policy and procedures;
  • Provides ongoing reports on spending and project overviews for district managed capital and emergency repair projects;
  • Oversees the project management of district wide facility special projects;
  • Oversees the annual review of the Unified Facilities Plan and Performance Standard to ensure its relevancy to current needs;
  • Oversees the creation of long term capital repair plans and priorities per the School Facility Preservation Program and reviews and revises as needed;
  • Provides oversight of the property disposition process managed by the Director of Capital Planning;
  • Creates strategies to ensure routinely needed vendor and professional services are procured and available for OPSB’s ongoing use;
  • Coordinates with all departments related to the capital needs of school facilities and other district owned properties including Purchasing, Risk Management, Finance, Security, IT, etc.;
  • Works in conjunction with the Finance, Legal and Procurement department to ensure timely completion of contracts, purchase orders, and final invoice payments;
  • Ensures that projects meet NOLA-PS Disadvantaged Business Enterprise (DBE) goals;
  • Ensures proper and ongoing communication with schools receiving capital and major repairs;
  • Ensures compliance with all applicable laws, district policies and regulations related to all construction projects;
  • Supervises the daily management of the Director of Capital Planning, Capital Project Managers and Capital Project Inspector;
  • Collaborates with the Executive Director of Facilities for all facility emergencies and emergency preparedness needs;
  •  Performs other duties as required

Education and Experience

  • Bachelor’s Degree in Architecture, Engineering, or Facilities Management or related field preferred.
  • At least five years of leadership experience in the field of facilities, logistics, or public works management required.
  • Experience managing K-12 school construction or maintenance programs strongly preferred.
  • Other Knowledge, Skills or Abilities Required

  • Proven track record of planning, budgeting, and managing capital projects, facility and asset maintenance strongly preferred.
  • Knowledge of the concepts, methods, and processes for facilities maintenance and planning.
  • Knowledge of principles and practices of budgetary preparation and administration.
  • Expert knowledge of effective techniques of facilities management programs.
  • Working knowledge of word processing and spreadsheet computer software / programs and ability to
  • utilize those and other computer software to support operational and maintenance management requirements.
  • Ability to plan, organize and direct large scale operations and programs.
  • Ability to lead and supervise professional, technical, and support staff.
  • Ability to perform sound facilities management analyses.
  • Ability to lead the work, facilitate problem-solving and decision making of teams, committees and
  • work groups, and to work cooperatively with others.
  • Ability to communicate effectively both orally and in writing.
  • Strong public speaking skills

- Required to use motor coordination with finger dexterity (such as keyboarding, machine operation, etc.) part of the workday;

- Required to be exposed to physical environment which involves dirt, odors, noise, weather extremes or similar elements rarely; 
- Normal setting for this job is an office/school setting.     
 
Performance Evaluation
The employee will be evaluated based on the above position using either two methods: via COMPASS/LEADS or a NOLA-PS evaluating instrument. If the employee holds an Educational Leadership certification, he/she will be evaluated via COMPASS/LEADS to ensure renewal of certification.
