Position Overview
The Execution Solution Lead is part of the Defense and Security (D&S) International Solutions team, which includes training development experts responsible to design complete solutions used by defense forces and para-military organizations around the world. These solutions leverage CAE’s core simulation technologies along with best-in-class teaching methodologies and tools. The targeted end-user base includes the air, naval and land forces domains.
The focus and end-goal of the Execution Solution Lead, assigned to various opportunities, is to develop new business through the formal Capture process and by successfully fulfilling their role as a senior member of the Capture Team, alongside the Integrated Solution Leads and Commercial Leads.
The Execution Solution Leads, like other members of the core Capture Team, are accountable to win new business with solutions optimized to meet customer requirements and budgets. At the same time, they must ensure that the offering can be executed and delivered profitably, on schedule, in the most effective manner, with the proper level of commercial and programmatic protection to minimize scope creep, subjective misunderstandings and reduce/mitigate risk.
Duties & Responsibilities

Support and follow the D&S Lead to Award (L2A) business development process from the initial stages of customer interactions (pre-RFP), through to the Capture and Proposal phases, all the way to contract award for any given opportunity and across the CAE D&S International regions.

Provide on-boarding, mentoring and guidance of new or inexperienced Execution Leads across all CAE International regions.

Contribute to establishing Execution Solution Lead best practices and knowledge base including guides, tools and templates.

Support and contribute to a global Community of Practice network to share information and lessons learned between Execution Solution Leads.

The Execution Solution Lead’s daily tasks include solution development and validation activities on active opportunities, which include the following deliverables:

Define a winning execution strategy based on the opportunity Capture Plan

Lead the preparation of an Integrated Master Schedule (IMS)

Lead the creation, consolidation and validation of Risk and Opportunity registers

Lead the creation of an Assumption, Dependency and Exclusion register
-
Lead the creation and validation of the proposal Management volume, including Project Management Plans, Risk Management Plans, and/or Statements of Work (SOW)

Ensure that supplier/partner workshare includes proper SOWs and technical requirements documents

Lead the definition of comprehensive Transition Plans and post-delivery Sustainment Plans

Prepare Milestone Payment Plans to ensure cash neutrality of programs

Prepare Export Control plans to enable the transfer and reuse of controlled technical data and parts

Deliver Solution Reviews and Design-to-Win reviews to the Senior Leadership

Interface with customers and end-users to present solutions and negotiate scope and terms
Required skills & Experience

Bachelor’s degree in engineering, science, business, or related field

Master’s in business administration considered an asset
-
Minimum of 10-15 years of related program management leadership experience in industry and/or military service, with 5-10 years focused on the development and/or delivery of training programs in an operational and/or maintenance capacity for the defense sector

Relevant experience leading large development, training integration or engineering projects with high levels of risk/uncertainty

PMP certification or equivalent

Previous experience with new business capture and proposal processes for large made-to-order programs

Good ability to develop capture strategies for new business, leveraging winning themes and discriminators a definite asset

Knowledge of CAE's products and training solutions, including modeling and simulation capabilities

Relevant training/mentoring experience and skills

Excellent oral & written communication, as well as presentation skills

Fluent in both English and French

Good people skills and problem-solving mind set

Good business acumen and political savvy
-
Be able to hold a NATO SECRET security clearance
