About this Role

The Estimating and Procurement Manager leads the estimating, costing, tendering, purchasing, procurement and contract-administration functions for Tartan Homes. The role provides oversight for base-home estimates, upgrades, extras, custom changes, take-offs, pricing, purchase orders and related systems, ensuring information is accurate, complete and aligned with construction requirements, sales commitments and financial objectives. Working closely with the Director of Operations and key internal and external stakeholders, the Estimating and Procurement Manager strengthens processes and controls, resolves systemic issues, maintains effective subcontractor, supplier and vendor relationships, and leads Estimating and Purchasing resources to support timely, consistent and successful project execution.

 

Key Responsibilities:

CONTRACTS & TENDER MANAGEMENT

  • Prepare and administer construction contracts, scopes of work, tender documents and subcontractor agreements.
  • Manage the full tender process, including packages, bids, pricing comparisons, scope clarification and award recommendations.
  • Partner with the Director of Operations on contract reviews, bid acceptance and decision making.
  • Oversee subcontractor setup, bid management, contract documentation and systems for timely, accurate execution.
  • Clearly document and communicate contract terms, specifications, scope, pricing and workmanship expectations.

ESTIMATING & PURCHASING

  • Oversee estimating for all homes, including base builds, upgrades, extras, RFPs, custom changes, take-offs and costing.
  • Advise on construction feasibility, trade impacts, drawings, specifications and non-standard requests.
  • Ensure estimates, pricing and construction requirements are accurate, complete and aligned with Sales, Design Centre and operational commitments.
  • Audit estimates, job summaries and purchase orders for accuracy, completeness and compliance.
  • Oversee NewStar product codes, estimating data and pricing controls supporting accurate purchase order creation and maintenance.
  • Work with Accounting on budgets, costing, financial data, PO and invoice discrepancies and cost variances; escalate material issues to the Director of Operations.
  • Advise senior management on prospective projects, product decisions and construction requirements.
  • Maintain strong subcontractor, supplier and vendor relationships that support competitive pricing, reliable service and contract execution.

SYSTEMS, PROCESS & DATA MANAGEMENT

  • Maintain accurate, consistent estimating, pricing, product and contract data across NewStar and related systems.
  • Develop, enforce and improve estimating and purchasing procedures, standards, tools and best practices.
  • Resolve root causes affecting estimating accuracy, workflow efficiency and cross-functional coordination.
  • Coordinate estimating information across departments; assign follow-ups and monitor completion.

TEAM & CROSS-FUNCTIONAL LEADERSHIP

  • Lead Estimating and Purchasing team, including workload planning, coaching, development and performance oversight.
  • Set priorities and monitor the quality, accuracy and timeliness of estimating, purchasing and contract support.
  • Promote a collaborative, accountable and solutions-focused team environment.
  • Attend operational meetings and ensure relevant estimating, pricing, contract and technical information is communicated and actioned.
  • Partner with the Director of Operations and other departments to resolve significant pricing, scope, technical and operational issues.
  • Perform other related duties as required.

Education and Experience Requirements

  • Post-secondary education in Construction Management, Construction Engineering Technology, Estimating, Business Administration or a related field is preferred.
  • 7 to 10 years of progressive experience in residential construction contracts, estimating, tendering, purchasing, procurement or cost management is required, including experience coordinating trade partners and bid processes.
  • Experience working in a homebuilding environment is strongly preferred.
  • Strong knowledge of residential construction methods, scopes of work, tender documentation and contract administration.
  • Demonstrated ability to review construction drawings, specifications, take-offs, custom changes and pricing for technical and commercial accuracy.
  • Strong financial and analytical skills with experience reviewing budgets, purchase orders, invoices, pricing and cost variances.
  • Experience with NewStar Enterprise or a similar residential construction management, estimating or procurement system is required; experience with BuilderMT or Bid Manager is considered an asset.
  • Previous leadership or supervisory experience managing estimating, purchasing or procurement staff is required.
  • Strong leadership, coaching, work-planning and cross-functional coordination skills.
  • Excellent negotiation, communication and relationship-management skills with the ability to work effectively with senior management, internal departments and trade partners.
  • Advanced organizational and prioritization skills with the ability to manage multiple tenders, contracts and deadlines simultaneously.
  • Strong Microsoft Office skills, particularly Excel, Outlook and Word.

 

Physical/Sensory Effort/Work Environment:

  • Provide service to several people or departments while working under multiple simultaneous deadlines.
  • Sitting or standing for long periods of time at a workstation.
  • Overtime may be required during busy periods or to meet project deadlines.
  • Manual dexterity is required to use a desktop computer and peripherals.
  • Work includes repetitive computer and document-management tasks.
