GENERAL RESPONSIBILITY:




Operate in compliance with all of the policies and procedures established by NKCAC Head Start and the performance standards established by the Federal Government regarding program operations to promote and provide quality service delivery to the children, families, and community of our service area.

 

 

 

POSITION SUMMARY: 

 

 

 

The ERSEA Manager is directly responsible for the overall administration, supervision, coordination, and organization of the ERSEA requirements for the Head Start and Early Head Start programs, specifically including Eligibility, Recruitment, Selection, Enrollment, and Attendance of children. The ERSEA Manager will coordinate services with management personnel to meet the agency's goals.




SPECIFIC RESPONSIBILITIES:



  1. Serve as the agency lead for ERSEA-related ChildPlus functions, ensuring data accuracy, integrity, reporting and compliance.
  2. Verify income and eligibility qualifications of children and families, and ensure applications are complete and data is accurately entered into the ChildPlus database.
  3. Assist with creating and maintaining record-keeping and reporting policies for waitlists, enrollment, attendance, timelines, schedules and procedures in accordance with designated state and federal program requirements.
  4. Conduct regular monitoring of eligibility, enrollment, attendance, recruitment, and selection systems and recommend corrective actions when deficiencies are identified.
  5. Maintain enrollment forms, ensuring information is current, accurate, and disseminated to all necessary staff to meet program requirements.
  6. Determine the need for recruitment activities to provide information and enrollment opportunities to children and families. Coordinate and attend recruitment activities to ensure enrollment needs are met. This includes researching, scheduling, and attending community events for recruitment purposes.
  7. Accountable for maintaining funded enrollment levels and implementing strategies to ensure vacancies are filled within the required timelines.
  8. Compile and submit Program Information Report (PIR) data on a periodic basis.
  9. Compile and submit ROMA, board, and policy council data and reports on a periodic basis.
  10. Conduct ERSEA training for the board, policy council, and staff.
  11. Attend meetings and trainings as required.
  12. Monitor attendance trends, identify barriers impacting participation, and collaborate with Site Administrators and Mobility Coaches to implement attendance improvement strategies.
  13. Accountable for ensuring the accuracy, completeness, and integrity of enrollment, eligibility, attendance, and family data transferred between ChildPlus and integrated systems, including monitoring, validating, reconciling, and resolving data discrepancies in a timely manner.
  14. Coordinate ERSEA preparation activities for federal monitoring reviews, audits, and compliance assessments.
  15. Accountable for using ERSEA systems as a gateway to NKCAC's Whole Family Approach by expanding access, reducing barriers, and strengthening family engagement.
  16. Perform other duties as determined by supervisor.



Qualifications

QUALIFICATIONS:



  • Associate’s Degree in Early Childhood Education, Mental Health, Human Services, Management or a closely related field required.
  • Experience in Head Start or other early childhood development programs.
  • Experience interpreting and applying Head Start Performance Standards.
  • Strong written and verbal communication skills.
  • Ability to relate to people of various socio-economic backgrounds.
  • Reliable transportation.

PHYSICAL REQUIREMENTS:



  • Ability to bend, lift up to 50 pounds, and engage in a full range of motion.
  • Ability to sit, read, and type at a computer for up to 8 hours a per day.
