EpiC Project Description:
Meeting Targets and Maintaining Epidemic Control (EpiC), a global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Government (USG) that provides strategic technical assistance and direct service delivery to achieve HIV epidemic control among all at-risk populations; strengthen global health security (GHS), including outbreak response; improve maternal and child health (MCH), address malaria; and nutrition.
In 2020, FHI 360 through EpiC launched a new multi-year project in Central Asia being implemented in Tajikistan, Kyrgyzstan, and Kazakhstan. Currently, in Tajikistan EpiC implements HIV, GHS, MNCH and nutrition activities, working closely with the Ministry of Health and Social Protection of the Population (MOSPP).
We are currently seeking qualified candidates for the position of EpiC Tajikistan Database Specialist. The position will be based in Dushanbe, Tajikistan and is open to citizens of Tajikistan or persons who have legal authority to work in Tajikistan.
Position Responsibilities:
- Maintain DHIS2 databases and other project digital data systems, ensuring regular backups, stable operation, timely troubleshooting and data security.
- Organize and control data flow from community and facility levels to the national database, ensuring accuracy, completeness and timeliness.
- Collaborate closely with partners to ensure accurate, timely, and complete data collection and reporting.
- Support implementation, maintenance and improvement of the project digital tools, including tracker and related MOHSPP digital platforms.
- Provide technical support to project staff and partners on data entry, reporting, and data quality.
- Monitor data quality, conduct regular data quality assessments and verification, and coordinate necessary corrections and feedback with partners.
- Develop and maintain dashboards, summaries, and analytical reports for program and donor reporting needs.
- Contribute to partner capacity building in digital data management, data visualization and system use.
- Ensure timely preparation, documentation and submission of project data to in-country EpiC Management, EpiC HQ, DoS, and national stakeholders.
- Maintain proper documentation and version control of all data systems and digital tools to support transparency and sustainability.
- Participate in Bid Review Committees as assigned, ensuring transparent, fair, and compliant evaluation of bids in line with organizational policies.
- Perform other duties as assigned.
Minimum Qualifications:
- Bachelor’s degree in information technology, computer science, or database management.
- At least three years of professional experience in database administration, information systems, or digital data management within USG-funded health projects. Experience with MNCH and Nutrition programs preferred.
- Strong knowledge and hands-on experience with DHIS2, PostgreSQL, and server administration.
- Proven ability to manage database setup, configuration, backup, and troubleshooting.
- Experience supporting health information systems (HMIS) or similar public health data platforms.
- Proven understanding of data protection, confidentiality, and quality assurance procedures.
- Ability to develop dashboards and generate analytical reports for program monitoring.
- Experience providing technical support and training to users and partners on database use and data entry.
- Strong problem-solving, planning, and communication skills.
- Fluency in English, Russian, and Tajik.
