This role

EPA and State Carbon Initiative Compliance, this person will help to ensure that the company adheres to the state and federal requirements associated with transactions and blending of transportation fuels (gasoline and distillates). The primary responsibility is to help ensure environmental compliance and to learn and support sustainability initiatives of the business. The EPA Compliance Analyst is located in the Gunvor USA LLC Houston office.

Main Responsibilities

  • Advise and administer all reporting related to EPA Parts 79, 80, and 90 and 1090 for Gunvor’s refined products and renewables trading desks as follows:
  • Gather, verify, reconcile, and retain documentation such as lab analyses, Customs and Border Patrol (CBP) records, product transfer documents (PTDs), and others;
  • Track and reconcile tank and vessel inventories to confirm volumetric EPA requirements for RINs, benzene and sulphur credits;
  • Monitoring and resolving volumetric and/or quality discrepancies; and communicating those with the relevant traders;
  • Based on transactions performed for each trading book, confirm deficits and surpluses of different RIN, benzene and sulphur credits on both a volumetric and notional value basis and communicate this information to the front office, operations and relevant functions on a regular basis;
  • Perform functions related to the management of Renewable Identification Numbers (RINs) including reporting via EMTS and coordinating external EPA and state audits;
  • Act as the trusted subject-matter expert and advisor on the relevant regulations, and communicate associated risks and opportunities (e.g. potential retirement strategies) to operations and traders;
  • Generally, ensure that the company adheres to the state and federal regulatory requirements associated with the transaction of transportation fuel; and
  • Perform preparation and due diligence reviews to prepare quarterly and annual reports and work with GUSA’s third party consultant to submit annual attestations.
  • Administer, compile, and file all reporting related to regional and state-specific LCFS programs for Gunvor’s refined products and renewables trading desks (California, Oregon, Washington, Canada).
  • Liaise with external counsel and subject matter experts in the field of environmental regulations to discuss current business activities and confirm new requirements and regulations for Gunvor USA LLC.
  • Serve as Gunvor’s representative on the RFGSA and assist in periodic training of front office and operations employees.
  • Monitor U.S. and Calgary offices’ compliance with internal policies and requirements.

Profile/Key Skills

The individual should have the following experience:

  • Undergraduate degree required from an accredited university.
  • Experience of 5-7 years with EPA and state regulations pertaining to motor fuels production and transportation.
  • Experience in working with external counsel to verify environmental requirements.
  • Proficient with Microsoft Office, especially MS Excel.
  • Very detail oriented and proficient with calculating EPA unit obligations resulting from motor fuels production and trading.
  • Expertise derived from working in a commodity trading office environment and in dealing directly with trading and operations teams.
  • Acumen in presenting results and recommendations to front office and executive management teams.
  • Proactive in addressing potential or exiting issues or errors.
  • Well organized and efficient with expertise to properly allocate time to various compliance initiatives.
  • Willing to travel as needed – ability to be in the Houston office four days a week.
