Leidos is seeking an Environmental Manager for the HWAD installation who will directly support the Program Manager in achieving successful program outcomes for the Joint Munitions Command Operations and Maintenance of Hawthorne Army Depot (O&M HWAD) contract. The HWAD contract provides Supply Depot Operations (SDO) functions including but not limited to ammunition receipt, issue, surveillance, rewarehousing and demilitarization (DEMIL), as well as the operation and maintenance of Hawthorne Army Depot (HWAD) located in Hawthorne, NV. HWAD is a Government-Owned, Contractor-Operated (GOCO) facility that serves as an archival storage and DEMIL location for a wide array of conventional and non-standard ammunition. In addition to the storage and DEMIL of ammunition, the operating contractor is required to maintain and modernize equipment and facilities, and provide numerous base support services (e.g., grounds maintenance, fire protection, safety and security, etc.).

As the Environmental Manager you will report the General Manager for HWAD operations.  Ensures environmental management and compliance of the facility with the intent of Federal Acquisition Regulation (FAR) including Parts 23 and Part 7, Federal, State, and Local regulations, ordinances and codes. Observes and complies with Executive Orders (EOs), Army Regulations (ARs) to include AR 200-1, December 2007 and AR 700-90, Chapter 5-8, June 2018, Department of Defense environmental policies, Operation Orders (OPORDs), Execution Orders (EXORDs), and requirements.

Primary Responsibilities:

  • Develop and manage a comprehensive environmental program, ensuring staff are appropriately trained and certified.

  • Maintain and update required environmental plans, including IPMP, ISWMP, SWPPP, SPCCP, Contingency Plans, and Hazardous Waste Management Plans.

  • Ensure compliance with all applicable environmental laws, regulations, ordinances, codes, Executive Orders, Army Regulations (e.g., AR 200-1, AR 700-90), FAR Parts 23 and 7, and DoD environmental policies.

  • Oversee operations to minimize hazardous materials and waste, including strict adherence to Clean Air Act ODC prohibitions.

  • Coordinate all regulatory communications and ensure timely environmental permit submissions and renewals.

  • Conduct regular environmental meetings, including monthly updates and quarterly EQCC meetings.

  • Maintain ISO 14001 EMS conformance, including audit preparations, corrective actions, and environmental performance reviews.

  • Support inspections and audits by DoD, U.S. Army, and other agencies; prepare responses and implement necessary corrective actions.

  • Assist with legal and regulatory proceedings, including responses to Notices of Violation or Deficiency and other enforcement actions.

  • Manage HQAES environmental data and maintain internal and external EPAS audit programs in WEBCASS.

  • Lead pollution prevention efforts and track project data using the Status Tool for the Environmental Program (STEP).

  • Report on solid waste per SWARWeb or applicable Army systems; ensure compliance with Resource Conservation and Recovery Act and EO 13693.

  • Submit environmental geospatial data updates quarterly as required by AR 115-3.

  • Submit annual Toxic Release Inventory (TRI) reports in compliance with EPCRA.

  • Coordinate UXO sweeps and removal on a quarterly basis, and submit findings per Nevada Division of Environmental Protection orders.

  • Prevent storage/disposal of non-defense toxic/hazardous materials in compliance with 10 U.S.C. 2692.

  • Support the Integrated Cultural Resources Management Plan (ICRMP) and xeric landscaping efforts in coordination with the Government Natural Resources Professional.

Clearance Required to be considered:

  • Active Secret clearance.

Required Experience, Skills, and Education:

  • High School Diploma or equivalent.

  • Minimum of 8 years of supervisory experience in environmental compliance.

  • Proven ability to supervise teams of 5 or more personnel.

  • Demonstrated knowledge of environmental regulations and policies, including FAR, federal/state/local laws, Executive Orders, and Army Regulations (AR 200-1, AR 700-90).

Pay Range:Pay Range $57,850.00 - $104,575.00

The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
