Engagement Manager
Work Location - Remote, (DHS treats remote network access as a privilege rather than a contractual guarantee, allowing work at assigned or other designated locations).
Security Clearance - U.S. Citizenship Required; Ability to complete DHS suitability, background investigation, and Entry-on-Duty requirements.
Experience - 10+ Years of Progressively Responsible Federal Program, Engagement, or Delivery Management Experience.
Length – 1-year intervals, up to 3 years

Objective Summary
We are seeking an enterprise Engagement Manager to serve as the senior contract delivery leader and primary corporate interface with the Contracting Officer and COR. This critical position holds full accountability for all contractor work performed under the OHSS Statement of Work. The ideal candidate must possess an extensive professional chronology demonstrating roughly 10+ years of continuous federal management experience. This timeline should showcase strong leadership across data analytics, statistical reporting, business intelligence, and web support workstreams within highly secured federal parameters.

This expert will maintain top-level performance awareness across multidisciplinary technical teams delivering recurring production metrics, data validations, and public website operations.
Mandatory Compliance Metrics
Candidates must satisfy these strict gates to ensure a successful Government onboarding determination:
  • Resume must explicitly reflect 10+ years of total federal program, engagement, or delivery management experience validating oversight of technical analytics or professional services teams.
  • Must be fully available to the COR by telephone from 8:00 a.m. to 5:00 p.m. Eastern, Monday through Friday, with a contractual commitment to respond to technical problems within 24 hours.
  • Must accept a flexible management posture capable of overseeing a seven-day-per-week production cycle, including potential holiday, weekend, early morning, or adjusted coverage to maintain leadership continuity without creating single-person failure points.
Principal Responsibilities
  • Serve as the primary, definitive contact point for the Contracting Officer and COR, managing client satisfaction, escalation resolution, and strategic program health.
  • Lead and drive a core technical delivery team of 17 personnel spanning SAS developers, web designers, data analysts, and project support roles.
  • Maintain constant operational awareness across multiple simultaneous workstreams including daily production reporting, data validation, dashboard tuning, and website patches.
  • Enforce absolute schedule and workload control to successfully meet rigorous daily, weekly, and monthly reporting deadlines supporting federal stakeholders.
  • Oversee staggered team shifts and roster configurations to guarantee uninterrupted weekend and holiday reporting outputs for high-visibility immigration datasets.
  • Formulate rapid operational responses to sudden Government data calls, unexpected mission requirements, and shifting surge bench configurations.
  • Oversee final technical and analytical product checks to ensure strict data validation, statistical integrity, and zero-trust security postures.
  • Translate complex data engineering issues, system obstacles, and program milestones into clear, actionable executive updates for senior agency leadership.
Core Data & Architecture Capabilities
  • Expert level knowledge of federal program management frameworks including staffing, risk mitigation, and deliverable register controls.
  • Familiarity with data analytics, BI tools, and data engineering principles utilizing Tableau, SAS, SQL, and associated database environments.
  • Functional understanding of website administration architectures, Drupal content environments, and secure application development lifecycles.
  • Experience managing hybrid contract financing models including Firm Fixed Price and Labor Hour contract line items.
Governance, Clearance & Government Infrastructure
  • Comprehensive mastery in protecting sensitive government information, unclassified data assets, and critical PII frameworks.
  • Direct experience operating inside federal contracting parameters, GSA MAS task orders, and FAR based compliance landscapes.
  • Familiarity with federal enterprise architecture guidelines, Section 508 accessibility baselines, and agency security awareness protocols.
Preferred Domain Expertise
  • Direct experience managing statistical or data intensive programs for DHS, CBP, ICE, USCIS, Census, DOJ, or HHS.
  • Deep functional understanding of homeland security missions, national border security operations, or federal law enforcement data systems.
  • Possession of an active Project Management Professional certification.
  • Prior corporate responsibility overseeing technical teams exceeding 10 individuals.

Skills Required
