Role Overview

We are seeking an experienced Enterprise Business Architect to support the enhancement and modernization of a government information management solution and the update of its Enterprise Architecture.

The Business Architect will assess business capabilities, define target business outcomes, optimize business processes, and develop key Enterprise Architecture deliverables required for governance approvals.

The role will support modernization activities, including centralized data storage using Databricks and Azure Storage, public-facing data exchange capabilities, and a cloud-based data processing and analytics platform. The Business Architect will lead the development of business architecture artifacts and ensure alignment with enterprise standards and governance requirements throughout the project lifecycle.

Work Arrangement: This is an on-site assignment requiring candidates to be present in the office five days per week.

Key Responsibilities

  • Analyze government information pertinent to business architecture.
  • Consult with appropriate government contacts on specific business architecture elements and conduct focus group workshops.
  • Develop and maintain enterprise business capabilities in line with corporate strategy while contributing to business strategy and plans.
  • Develop and revise business architecture artifacts as part of the Enterprise Information Architecture Federated Framework and ensure vertical integration.
  • Model business at enterprise and/or core business levels.
  • Design capability models and related architectural solutions for business tasks, mapping capability functionality to internal and external resources.
  • Develop business transformation plans jointly with senior business management.
  • Handle business solutions through delivery and operational business functions.
  • Develop and maintain architectural governance and implementation controls.
  • Contribute to the development of enterprise blueprints for each step of the business transformation plan to promote a shared understanding of the organization and alignment between strategic objectives and tactical demands.
  • Work collaboratively with senior IT Business Architecture leadership, project leads, product management, solution and service design, QA, business analysts, subject matter experts, and other project team members.
  • Support enterprise architecture governance engagements and review processes.

Enterprise Architecture Engagement Leadership Experience - 40%

  • Total IT experience of at least 10 years, including 5 years of Business Architecture experience on large, complex projects.
  • Excellent communication, concept visualization, facilitation, stakeholder management, negotiation, consensus building, and problem-solving skills.
  • Experience collaborating with executives and senior management.
  • Successfully completed Business and Information Architectures at enterprise and/or core business levels for government or large organizations.
  • Contributed to successful transformation of government or large organization program delivery by applying Business Architecture practices.
  • Ability to work across projects within a portfolio and across portfolios.
  • Experience leading project teams through enterprise engagement processes.

Enterprise Architecture Checkpoint Documentation Experience - 30%

  • Proven ability to design optimized future-state versions of business areas.
  • Proven ability in horizontal business integration, including identifying common elements and delineation points.
  • Knowledge of or experience with Government of Ontario Information Technology Standards (GO-ITS) for Architecture.
  • Experience developing business architectures using Ontario Government Enterprise Architecture methodologies and GO-ITS.
  • Development of Program Area Business Architecture and corresponding Business Architecture Documentation (BAD) according to OPS standards and industry best practices.
  • Creation and alignment of Business Architecture Documents with Solution Requirements Documents (SRD) and Information Architecture Documents (IAD), according to OPS standards and industry best practices, ensuring vertical integration.
  • Demonstrated knowledge and experience with:
    • Services modeling
    • Business Function Modeling
    • Business Process Modeling
    • BPMN
    • Value Chain Analysis
    • Business Outcomes
    • Performance Measures and KPI definition
    • Strategic, legislative, and technology alignment
  • Ability to create Business Architectures that directly inform and support the elicitation of business and system requirements.
  • Ability to develop and maintain architectural governance and controls over Business and Information Architecture.
  • Ability to align Business Architecture processes and artifacts with Service Design practices.
  • Ability to model Business Functional and Contractual Accountabilities.

Desirable Skills - 30%

  • Knowledge of the Zachman Framework.
  • Experience in other architectural domains, including Information Architecture and Application Architecture.
  • Experience with Ontario public-sector Enterprise Architecture governance processes, particularly early-stage architecture governance checkpoints.
  • Familiarity with Privacy and Records Keeping principles and concepts as they relate to Business Architecture.
  • Familiarity with the Accessibility for Ontarians with Disabilities Act (AODA) and related regulations and standards as they relate to Business Architecture.
  • Ability to design and propose Business Architectures that leverage current technologies.
  • Data Modeling and development of solution and Program Area Data Architecture.
  • Development of solution and Program Area Information Architecture and corresponding Information Architecture Documentation (IAD) according to OPS standards and industry best practices.
  • Knowledge of or experience with Information Management, including:
    • Data Governance
    • Data Quality
    • Master Data Management
    • Records Management
  • Knowledge of or experience with Ideation, including Information/Data Requirements Analysis and corresponding Test Strategy planning.
  • Ability to leverage reference artifacts to enable shared use and develop Business Architecture artifacts aligned with acquired solutions/services and existing strategic IT products.
  • Ability to integrate standalone Business and Information Architectures.
  • Experience with SAFe methodology.
  • Familiarity with Ontario public-sector Service Design principles and practices.
  • Knowledge of Enterprise Architecture modeling tools such as PowerDesigner, Sparx Enterprise Architect, Orbus, or similar.
  • Ability to advise and support teams acquiring services or solutions through procurement, including guidance on documentation and evaluation.

Must-Have Qualifications

  • Experience developing business architectures using Ontario Government Enterprise Architecture methodologies and GO-ITS.
