Scope of Work:
Capio Group is looking for an experienced and qualified Enterprise Architect to provide IT consulting services in support of an IT legacy system replacement project. The overarching goal is to assess the current legacy environment, which exists on a custom-built Ruby platform, and recommend replacements or enhancements to modernize clients internal and external systems. The result will include secure, compliant, modern and efficient systems that effectively meet user needs and support the client’s mission while managing risks and costs. The services will include system assessments, target system design, alternative analyses and implementation of the alternatives selected by client management.
The Enterprise Architect will be responsible for tasks including but not limited to:

  1. Documentation of Technical, Functional and Security Requirements
    • System Architecture Documentation: 
      • Document the system architecture, including software, security features, data flows, and integrations with other systems.
      • Create detailed diagrams illustrating the system's architecture and interdependencies.
    • System Requirements Documentation:
      • Gather and document functional requirements through internal stakeholder interviews, workshops, and analysis of existing documentation.
      • Define non-functional requirements, including performance, scalability, security, usability, and maintainability requirements.
    • Deliverables
      • System Architecture Document: A detailed document describing the system's architecture, including diagrams and technical specifications.
      • System Requirements Specification (SRS) Document: A complete and well-organized document defining all functional and non-functional requirements for the system(s).
      • Traceability Matrix: A matrix linking requirements to compliance obligations and system components to ensure comprehensive coverage.
  2. Gap Analysis and Replacement Recommendation 
    • To conduct a gap analysis of the existing systems and recommend alternative new solutions
      • Requirements Analysis: Review and refine the system requirements documented in the initial phase, incorporating feedback from stakeholders.
      • Solution Architecture Design: Develop a target solution architecture for the remediation or replacement of the system, considering modern technologies, cloud-based infrastructure, and industry best practices
      • Technology Evaluation: Evaluate different technology options and platforms for replacing systems, considering factors such as cost, performance, scalability, security, and vendor support.
      • Alternative Analysis: Based on the gap analysis of the existing systems, client management will select the appropriate direction for the alternative technology platforms.

      • Alternatives Analysis Report: An analysis of the assessment and gap analysis findings and identification of alternative solutions with pros and cons for the client decision making.
  3. System Replacement
    • ​​​​​​​To provide oversight and project management in the implementation of the new solution(s).
      • ​​​​​​​Implementation Plan: Create a comprehensive implementation plan outlining the tasks, resources, timelines, and costs required to configure/build, test, and deploy the replacement system.
      • Data Migration: Document legacy data to be migrated into the replacement system
    • ​​​​​​​​​​​​​​Deliverables
      • Implementation Plan: A detailed project timeline, based on prioritization of legacy systems from the client , showing key milestones, tasks, and dependencies.
      • ​​​​​​​Data Migration Plan: Work with stakeholders and implementation team to migrate legacy data into the new system, including data integrity validations.

      • Solution Implementation: Oversee implementation of the new solution and track adherence to System Architecture and Requirements.
      • Test Plan(s): Create and track System and User Acceptance Testing.
        Defect Tracking: Maintain log of identified defects and remediation.

Mandatory Experience:
  1. Must have a minimum of five (5) years of applying Enterprise Architecture principles on IT projects.
  2. At least three (3) years of applying Enterprise Architecture principles experience must be in a lead capacity.
  3. Must possess a bachelor’s degree in an IT-related or Engineering field. A copy of the degree must be provided upon request. Additional qualifying experience may be substituted for the required education on a year- for- year basis.
  4. Must have a minimum of four (4) years of FTE experience developing major components of the enterprise architecture plan including strategic drivers, current and target architectures, roadmaps, and deliverables.
  5. Must have at least three (3) years of working experience as an Enterprise Architect on a large-scale business legacy system modernization project.
  6. Must have at least three (3) years of FTE experience implementing and/or analyzing end-to-end solutions ensuring that standards and best practices of enterprise architecture are being applied to project deliverables.                                                                                     
Desirable Experience:
  1. Minimum one(1) year of experience with California Department of Technology Project Approval Lifecycle (CDT PAL) including Stages 1, 2 and 3.
  2. A minimum of three (3) years of experience with drafting and revising project documentation. 
  3. A minimum of two (2) years of experience with developing strategic direction and architectural strategy and translating direction to stakeholders.
  4. A minimum of two (2) years experience with analyzing and understanding business functions and information workflows with data dependencies, to support the development of solution roadmaps at an Enterprise level.
