Description of Project

The Minnesota Department of Information Technology Services (MNIT) partnering with the Department of Public Safety, Office of Traffic Safety (OTS ) is seeking an Architect to provide services to the MNCrash program.

MNIT is the information technology agency for Minnesota's executive branches, and as such, has the duty to build, maintain, and secure the state's IT infrastructure, applications, projects, and services as well as deliver enterprise and local technology solutions for MN state agencies. MNIT Services acting on behalf of the Department of Public Safety, The Office of Traffic Safety (OTS) works toward the goal of reducing crashes, deaths and injuries on Minnesota roads by improving driver behavior. and is in need of an architect. The architect will provide services for the MNCrash program in the Office of Traffic Safety. MNCrash provides a single source of crash data that is accurate, timely, complete and accessible to users. It integrates with the Bureau of Criminal Apprehension's (BCA) Identity and Access Management solution, providing a portal for users of BCA systems to be able to enter crash reports using existing credentials.

The resource will perform this work on-site at: 445 Minnesota Street, St. Paul, MN 55101.

Currently there is a work from home or hybrid policy in place. This policy is subject to change.

Resource Need

This request is for 1 full time staff augmentation resource. Each vendor is allowed to submit 1 resource.

Mode of Interview

The State will conduct interviews. The State reserves the right to remove a resource from consideration if the resource is unavailable for interview as requested by the State. Interviews will be conducted virtually via Microsoft Teams.

Project Schedule

  • Anticipated Project Start Date: 4/1/2022
  • Anticipated End Date: 3/31/2025


The State will retain the option to extend the work orders in increments determined by the State.

Requirements

Tasks• Provide expertise and assistance in the development of system enhancements, including determining technical requirements, testing, reporting, meeting state standards, modeling• Act as lead to the MNCrash development staff, provide training and knowledge transfer as necessary, and delegate appropriate tasks• Monitor and maintain functionality of the public crash data query site• Respond to requests from MNCrash users for technical support• Lead integration efforts with other state agencies, municipal and county police agencies, and third-party vendors operating in the public safety space• Advise other entities on how best to build interfaces with MNCrash.• Analyze and aid in resolving potential integration problems and other technology issues• Participate in research and related activities• Size work for program increments and sprints• Take on other related tasks as assigned by the Project Sponsor and the IT Manger• Collaborate with other stakeholders, in addition to DPS, such as MNGEO and MNDOT, to implement desired improvements to the MNCrash system• Oversee/implement necessary system maintenance and updates

Minimum Qualifications• Eight years of experience in Enterprise Architect role

o A Master's degree substitutes for three years of experience, or a Bachelor's degree substitutes for two years, or an Associate's degree substitutes for one year• Five years as lead developer

Desired Skills• Four engagements lasting more than 6 months in Enterprise Architect role.• Three years of experience creating and architecting system and application solutions supporting multiple clients across multiple business units• Comprehensive knowledge of hardware, software, application, and systems engineering• Systems thinking - the ability to see how parts interact with the whole ("big picture" thinking)• Knowledge of IT governance and operations• Interpersonal and leadership skills - servant leadership, collaboration, facilitation, and negotiation skills• Communication skills - both written and verbal• Ability to explain complex technical issues in a way that non-technical people may understand• Project and program management planning and organizational skills• Time management and prioritization• Development or architect role at state or other government agency• Agile experience
