Description of Work

This position serves as a Traffic Analysis Engineer for the Traffic Analysis Section of the Traffic Survey Group (TSG). This position reports to the Traffic Analysis Supervisor and supports all Traffic Survey Group sections and staff as assigned.
This position is responsible for performing engineering and technical tasks related to planning, processing, analyzing, and publishing generated traffic monitoring data to meet Federal Highway Administration’s (FHWA) Highway Performance Monitoring System (HPMS) reporting requirements and to support transportation planning activities of the NCDOT to maintain a Traffic Monitoring System. This position will assist with the development of new traffic monitoring practices to satisfy future FHWA traffic data requirements, a task for which engineering judgement is essential.
This position will be responsible for:
•Assisting with the maintenance of traffic segments using GIS applications
•Assisting with GIS development and publications
•Assisting with year-end processes leading to HPMS traffic data submittal
•Assisting with data and attribute audits quarterly
•Assisting with the evaluation of new processes and applications and the creation/maintenance of procedural documents
This position oversees the Project Count Program and is responsible for:
•Being the intermediary between project requesters and data collectors
•Working with project requesters to generate an accurate timeline and a list of station locations and collection count types
•Tracking workflow and processes to ensure projects are delivered on time
•Processing vendor data files and uploading them into Traffic Count Database System (TCDS)
This position is team leader for the TSG Analysis Section and is responsible for:
•Assisting with the creation and updating of documents for training new employees
•Working with support staff for the development of new processes to enhance the data analysis and management processes of the Traffic Analysis Section
•Reviewing areas where new facilities have been opened to determine where new traffic data coverage stations should be created
•Responding to more complex traffic data requests and providing support to personnel performing other functions of the group on an as needed basis
•Investigating and correcting high-level quality control issues throughout any of the traffic monitoring data sets and systems
•Performing traffic station and segmentation edits in Traffic Survey Group’s operating applications
•Reviewing and analyzing short-term and continuous traffic monitoring data sets on a daily/weekly/monthly basis
•Processing small to large data sets, performing quality control and quality assurance, and analyzing small to large data traffic data sets
•Supplying traffic monitoring data sets that include but are not limited to seasonal data, vehicle classification data, annual average daily traffic data, and other information generated for individual and groups of traffic monitoring stations

Knowledge Skills and Abilities/Management Preferences

Salary Grade and Salary Range:  NC16 $57,983.00-$101,470.00

Management prefers applicants with the following:

  • Knowledge of traffic monitoring concepts, traffic flow characteristics, data collection techniques, procedures, standards (FHWA-Traffic Monitoring Guide, and AASHTO-Traffic Data Programs), and equipment. 
  • Demonstrated ability to identify and investigate data anomalies within large and complex data sets by using various tools to compare data.
  • Knowledge of statistics and the application of statistics to data analysis and quality control.
  • Demonstrated ability to plan, organize, and perform tasks of low to high complexity, set short and long-term goals, and to be able to prioritize work daily with limited supervision.
  • Demonstrated ability to use verbal communication to effectively and concisely convey routine technical information for training both internal and external customers.

Bachelor's degree in an applicable field of engineering from an appropriately accredited institution; or an equivalent combination of education and experience.

May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
