CyrusOne is seeking a talented and highly motivated energy policy professional to support the company's energy policy, regulatory, and advocacy efforts across North America. The Energy Policy & Regulatory Affairs Manager will play a key role in monitoring policy and regulatory developments, conducting research and analysis, supporting advocacy initiatives, and helping advance CyrusOne's positions on energy, infrastructure, and utility-related matters.
Reporting to the Director, Energy Policy & Regulatory Affairs, this position will work closely with internal business partners and external stakeholders to identify opportunities and risks arising from legislative, regulatory, market, and policy developments. The successful candidate will possess a strong understanding of the energy industry, including utility regulation, energy infrastructure, wholesale and retail energy markets, renewable energy development, and public policy issues affecting data center growth and operations.

Responsibilities:

Policy Analysis & Regulatory Monitoring

  • Monitor federal, state, provincial, regional, and local legislative, regulatory, and policy developments impacting CyrusOne's business interests.
  • Research and analyze energy, utility, market, infrastructure, and regulatory issues affecting data center development and operations.
  • Track utility commission proceedings, legislative initiatives, market reform efforts, and regulatory proceedings relevant to the company's growth strategy.
  • Summarize complex policy and regulatory developments and communicate implications to internal stakeholders.
  • Maintain awareness of emerging trends related to energy infrastructure, grid reliability, transmission development, renewable energy, and sustainability initiatives.

Advocacy Support

  • Support the development and execution of advocacy initiatives that advance CyrusOne's energy and infrastructure priorities.
  • Assist in preparing policy position papers, briefing materials, presentations, comments, testimony, talking points, and stakeholder communications.
  • Coordinate internal review and approval processes for policy-related materials.
  • Support engagement with industry associations, coalition partners, consultants, and other external stakeholders.
  • Assist in preparing for meetings with policymakers, regulators, utilities, and industry organizations.

Stakeholder Engagement

  • Build and maintain effective working relationships with internal business partners and external stakeholders.
  • Participate in industry meetings, conferences, regulatory workshops, and stakeholder forums.
  • Coordinate information gathering from subject matter experts, consultants, and stakeholders to support policy positions and business objectives.
  • Collaborate with Land Strategy, Power & Energy, Market Intelligence, Development, Legal, Sustainability, and other teams to understand policy impacts on business initiatives.

Business Support & Strategic Analysis

  • Provide policy and regulatory research support to business leaders and project teams.
  • Assist in evaluating regulatory risks and opportunities associated with development projects, utility initiatives, and energy procurement activities.
  • Support development of strategic recommendations related to regulatory and policy matters.
  • Contribute to internal planning efforts by providing analysis of energy market and policy trends.
  • Develop reports, presentations, and analytical materials to support executive decision-making.

Additional Responsibilities

  • Maintain organized records of policy developments, regulatory activities, stakeholder engagement efforts, and advocacy initiatives.
  • Support special projects and strategic initiatives as assigned.
  • Perform other duties as required.

Qualifications:

  • Bachelor's degree in Public Policy, Political Science, Law, Energy Management, Economics, Environmental Policy, Business, or a related field.
  • 7+ years of experience in energy policy, regulatory affairs, government affairs, public affairs, utility regulation, energy markets, or a related field.
  • Experience working for or with utilities, regulators, governmental agencies, energy companies, trade associations, consulting firms, or related organizations.
  • Working knowledge of energy markets, utility regulation, energy infrastructure, renewable energy policy, and regulatory processes.
  • Experience monitoring and analyzing legislative, regulatory, and policy developments.
  • Strong research, analytical, and problem-solving skills.
  • Excellent written, verbal, and presentation skills.
  • Ability to communicate complex policy and regulatory topics to a variety of audiences.
  • Strong organizational skills with the ability to manage multiple priorities simultaneously.
  • Ability to travel as business needs require.

Preferred Qualifications:

  • Experience supporting regulatory proceedings, legislative initiatives, or energy policy advocacy efforts.
  • Knowledge of wholesale energy markets, transmission policy, electric utility regulation, renewable energy policy, or energy procurement programs.
  • Familiarity with issues affecting data centers, digital infrastructure, large commercial and industrial energy users, or infrastructure development.
  • Experience working with utility commissions, regional transmission organizations (RTOs), independent system operators (ISOs), legislative bodies, or trade associations.
  • Demonstrated interest in energy infrastructure, grid modernization, reliability, decarbonization, and emerging energy technologies.
  • Experience preparing policy submissions, regulatory comments, briefing documents, or stakeholder communications.

Education / Certifications:

  • Bachelor's degree in Public Policy, Political Science, Law, Energy, Economics, Environmental Studies, Business, Engineering, or a related field required.
  • Master's degree, Juris Doctor (JD), or other relevant advanced degree preferred.
