BACKGROUND INFORMATION

Migration is a priority focus for the Red Cross and Red Crescent Movement internationally as well as for the IRC in Ireland.  Building on successful programming in integration, housing and resettlement, IRC is growing its service offerings to support employability and labour market insertion of refugees, asylum-seekers and other migrants.

SUMMARY OF ROLE

This role will be responsible for creating pathways to employment for refugees, asylum-seekers and other migrants who are engaged in IRC’s employment services programmes.  The role will develop and manage partnerships with businesses, employers and other relevant stakeholders to deliver job placements. Reporting to the Project Co-ordinator – Employment, the Employment Partnerships Officer will support delivery of employment services under IRC’s Ukraine Accommodation Programme funded by the Irish Government, the “EMERge” Programme, funded under the EU’s Asylum, Migration and Integration Fund (AMIF) and under other funding as may arise.

This role will be based at IRC Head Office in Dublin and will require frequent travel to project locations in Dublin and nationwide.  The role provides an opportunity to support and positively impact the integration journeys of vulnerable and marginalised migrants in Ireland.

ROLE RESPONSIBLILTIES

  • Research potential business and employer partnerships nationwide and at county level, and maintain a rolling list of partnership prospects

  • Establish processes and procedures to enable the setup of partnerships to include partnership frameworks, guidelines, template MOUs, outreach materials etc.

  • Develop information and guidance materials on employment of non-EEA nationals, good hiring practices, non-discrimination etc.

  • Conduct outreach with potential employment partners, build and maintain relationships with businesses and organisations to source opportunities for employment

  • Negotiate and manage partnership agreements with employers

  • Carry out sensitisation and support sessions with employers on topics related to employment of refugees, asylum-seekers and other migrants

  • Develop and maintain a listing of job opportunities and assist with the matching of programme clients with jobs

  • Organise employer consultations, networking and job connections events

  • Work in collaboration with the Corporate Partnerships team to generate funding through partnerships and establish agreements with corporate partners

  • Contribute to project planning and reviews

  • Maintain detailed records and provide regular reports against targets for management and funders

  • Undertake training, research and consultation with stakeholders to develop best practice

  • Other tasks as required

ROLE REQUIREMENTS

Essential Criteria

  • 2+ years’ experience working in the Migrant Integration, Employment, Business Development sector or similar

  • Experience approaching employers, including cold calling

  • Good knowledge of issues and concerns for employers around diversity and inclusion

  • Strong verbal, written, presentation and facilitation skills

  • Competent user of MS Excel, Teams, Sharepoint and CRM systems

  • Fluent English, written (to reporting writing standard) and conversational

  • Great influencing skills and a good networker; equally comfortable engaging with migrant communities and the business sector

  • Excellent team working combined with the ability to work on your own initiative

  • Ability to maintain strict compliance protecting confidential, sensitive information and materials

  • Willingness to travel within Ireland

Desirable Criteria

  • A third-level qualification in Adult Guidance, Migrant Integration, Business or similar

  • Knowledge of the work of the Irish Red Cross

  • Business Development and Relationship Management Experience

  • Project Management Experience

  • Ability to speak additional languages e.g. Arabic, Ukrainian, French, Dari or Pashto, would be an advantage

  • Full clean driving licence and access to vehicle an advantage
