Job Description
Environmental Health & Safety (EHS) Manager – Mobilization Position Summary
The EHS Manager – Mobilization is responsible for leading Environmental, Health & Safety mobilization activities during the pre-construction, mobilization, site establishment, and early execution phases of large-scale data center construction projects. Acting as the Owner/Developer's EHS representative, this position ensures EHS systems, contractor readiness, governance processes, training programs, and risk controls are fully implemented before construction activities commence.
The role partners closely with Development Delivery, Project Management, General Contractors, OFCI Vendors, Commissioning Teams, and Regulatory Authorities to establish a safe, compliant, and operationally ready project environment.

Key Responsibilities
Mobilization & Operational Readiness
  • Lead EHS mobilization activities from project award through site activation.
  • Develop and execute project-specific EHS Mobilization Plans.
  • Establish mobilization milestones, readiness gates, and approval processes.
  • Verify EHS deliverables are completed prior to commencement of work.
  • Conduct project readiness reviews and "Good to Go" assessments.
  • Drive closure of pre-mobilization actions and risk register items.
  • Coordinate mobilization governance meetings with project stakeholders.

Contractor Readiness & Assurance
  • Participate in contractor prequalification and onboarding activities.
  • Review and approve contractor EHS plans, procedures, permits, and documentation.
  • Conduct gap assessments to ensure contractor compliance with project requirements.
  • Verify emergency preparedness, incident management, and reporting systems are operational.
  • Ensure contractor EHS staffing and resources align with project risks and schedules

Site Establishment & EHS Systems Activation
  • Verify site access control, orientation programs, and worker onboarding processes.
  • Implement project EHS standards, policies, and management systems.
  • Ensure Permit-to-Work, action management, observation, and reporting systems are functional.
  • Establish mobilization KPIs and performance monitoring tools.
  • Coordinate with project leadership to ensure alignment across all workstreams.

Risk Management
  • Lead project hazard identification and risk assessments.
  • Review construction methodologies and work plans for high-risk activities.
  • Verify implementation of critical risk controls including:
    • Energized Electrical Work
    • Lockout/Tagout (LOTO)
    • Working at Heights
    • Confined Space Entry
    • Rigging & Lifting
    • Excavation & Trenching
    • Hot Work
    • Temporary Utilities
    • Commissioning Readiness
  • Escalate critical risks and drive corrective actions.

Leadership & Stakeholder Engagement
  • Serve as the primary EHS interface between the Owner, General Contractor, Vendors, and Project Leadership.
  • Promote a positive safety culture through leadership, engagement, and visibility.
  • Facilitate EHS kick-off meetings and mobilization workshops.
  • Mentor project EHS personnel and contractor safety teams.
  • Partner with construction, engineering, commissioning, and operations teams to ensure seamless project integration.

Compliance & Governance
  • Ensure compliance with applicable regulatory requirements and company standards.
  • Support regulatory inspections and customer audits.
  • Monitor EHS performance metrics and mobilization KPIs.
  • Provide regular readiness and mobilization status reports to EHS and Project Leadership.
  • Support incident investigations, lessons learned, and continuous improvement efforts.
Qualifications
Education
  • Bachelor’s degree in occupational safety, Environmental Science, Engineering, Construction Management, or related field preferred.
  • Equivalent experience may be considered.

Experience
  • 7+ years of construction EHS experience.
  • Experience supporting large-scale industrial, mission-critical, or data center construction projects.
  • Demonstrated success leading project mobilization and contractor readiness programs.
  • Strong understanding of construction risk management and EHS management systems.

Driver’s License Requirement:
For roles that require on-site presence or travel between work locations as an essential function of the position, candidates must possess and maintain a valid driver’s license appropriate for the role and be eligible to operate a motor vehicle in accordance with applicable laws.

Communication Skills:
Demonstrated ability to communicate effectively in a professional work environment, including preparing written reports and documentation, conveying information clearly to team members, clients, and stakeholders, and responding appropriately to verbal and written communications related to job duties.

Physical Requirements and Work Environment
This position operates primarily in an active data center construction environment, encompassing both indoor and outdoor work settings. The role requires the physical ability to perform essential job functions safely and effectively in a dynamic environment that includes ongoing construction activity and evolving site conditions.

The work environment includes areas and temporary structures owned, leased, or controlled by third parties over which Overwatch may have limited or no control. Because the project remains under construction, certain areas of the site — including access routes, staging zones, and temporary structures — may not yet be fully ADA-compliant until construction is complete or those third-party areas are finalized.

Physical Requirements:
  • Must be able to walk, stand, stoop, twist, bend, and climb stairs or ladders for extended periods while navigating uneven, unpaved, or obstructed terrain.
  • Must be able to lift, carry, push, or pull up to 50 pounds on an occasional basis.
  • Must be able to drive between job sites and access all areas of an active construction zone, including raised platforms, scaffolding, and confined spaces.
  • Must be able to tolerate exposure to outdoor weather conditions, dust, and construction-related noise, vibrations, and odors.
  • Must be able to communicate effectively with contractors, engineers, and site personnel, and maintain situational awareness in high-activity environments.
  • Personal protective equipment (PPE), including hard hats, safety vests, hearing protection, and steel-toe boots, is required.
  • Must have sufficient visual acuity to read drawings, specifications, and safety signage, and to observe site activity.

Work Environment:
Work is performed primarily in and around active construction areas, which may include unfinished buildings, temporary field offices, staging areas, and partially completed infrastructure. These locations may contain uneven surfaces, limited accessibility, and other conditions typical of construction projects prior to final completion. Overwatch does not control and cannot modify accessibility conditions within areas, facilities, or temporary structures owned or managed by third parties.
