The Role
The Senior Manager, TSU (Team Lead) will provide overall leadership to Evidence Action’s Technical Support Unit (TSU) in Odisha, and work in collaboration with the Department of Panchayati Raj & Drinking Water (PR&DW), Odisha Rural Water Supply & Sanitation (RWS&S) and EAII partners in the state. This individual will be responsible for driving the state’s safe water agenda, providing strategic guidance, managing relations with senior government stakeholders, along with National Office team members, and driving TSU Program goals.

Responsibilities

  • Provide overall leadership and management of the TSU, ensuring alignment with Evidence Action’s safe water program goals and Odisha RWS&S priorities.
  • Act as the primary liaison between EAII Advisors, Odisha PR&DW and RWS&S, and other key state government stakeholders, private players and non-government entities, ensuring smooth collaboration between all stakeholders.
  • Lead technical support to Odisha RWS&S on installation and O&M of in-line chlorination systems, ensuring proper calibration, functionality, and compliance with National and State level JJM guidelines
  • Lead development of state-specific frameworks, advisories, SOPs, pro-forma tenders, procurement models and program recommendations on safe water for pilot and scale-up of In-Line Chlorination (ILC) in the state.
  • Supervise preparation of technical briefs, monthly and quarterly progress reports, and presentations for state leadership.
  • Represent the program in high-level meetings with PR&DW, RWS&S, state government, and EAII external partners.
  • Lead training and capacity-building workshops for state and district-level engineers and technical staff on the design, installation, and O&M of in-line chlorination devices
  • Oversee the monitoring, learning and evaluation (MLE) systems and provide regular data analysis and reports to Odisha RWS&S
  • Coordinate with Evidence Action’s National Office and technical teams to provide technical support to Odisha RWS&S
  • Manage and supervise the TSU staff, ensuring effective delivery of technical and operational support.
  • Manage and lead Community Engagement initiatives and sessions with Gram Panchayats and allied community stakeholders (pump operators, ASHA workers, Anganwadi workers) to strengthen awareness, ownership, and adoption of safe water/chlorination practices.
  • Travel within the state upto 30% of the time
Requirements
  • MBA/Master’s degree in Public Policy, Management, Public Health, Water Resources, or a related field is a plus
  • Bachelor’s degree in Engineering (Civil, Mechanical, Environmental, or related field) is an advantage
  • 8-10 years of professional experience, including at least 5 years in managerial roles in government advisory/engagement
  • Comfortable with ambiguity and working with various stakeholders and with knack for rapid growth of the program
  • Should have at least 5 years in large-scale program management/project management
  • Proven experience working with Odisha state government departments (experience working with Odisha RWSS is desirable)
  • Proven experience in leading a team and stakeholder management
  • Expert written and verbal proficiency in English and Hindi will be an advantage
  • Expert verbal proficiency in Oriya is mandatory
