Leidos is seeking a TO Program Manager (TOPM) to support large-scale migration and operations on a large, high-profile DOD contract. The I3TS program provides enterprise-wide IT support to enable DTRA’s Information Management & Technology Directorate (ITD) to consolidate, modernize, and continuously innovate the delivery of IT services and mission capabilities to DTRA’s internal and external mission partners operating in CONUS and OCONUS locations. The TOPM is responsible for overall TO performance and shall serve as the Program Management lead and the Contractor’s single service-delivery manager. The TOPM shall be the Contractor’s authorized interface with the DTRA Contracting Officer and COR(s) for matters of operational and technical delivery. The TOPM shall be responsible for formulating and enforcing work standards, assigning contractor schedules, reviewing work discrepancies, supervising contractor personnel, and communicating DTRA programmatic and technical policies, purposes, requirements and goals to subordinates.
Primary Responsibilities:

Provide leadership for the program team involving the development, design, optimization, of DTRA’s Enterprise IT systems (NIPR, SIPR and JWICS) and technical information system platforms. Responsibilities include, analysis, selection and modification of enterprise systems, application software, installation of network hardware/software and database management.

Provide project leadership and guidance for all contractor personnel assigned to I3TS related task(s) including assigning tasks to contractor personnel, supervising on-going technical efforts, and managing the project performance.

Requires deep management and leadership knowledge to lead cross-functional program team. Ideal candidate has mastery within enterprise IT, systems architecture or Cyber.

Meet all technical, financial, and contractual and performance requirements to bring about the successful migration of agency infrastructure, services, and users.

Utilize expert communication skills needed to direct the skilled technical resources and report on the technical progress, issues, and problem areas, as well as write and review technical documents

The position is responsible for the quality and efficiency of the project performance, to include both technical issues and businesses processes.

Report all significant technical challenges, problems, issues, as soon as they are discovered to Leidos and customer management, as appropriate
Basic Qualifications:
-
Bachelor's degree or equivalent experience and 12+ years of prior relevant experience or Masters with 10+ years or prior relevant experience. Experience may be substituted in leu of a degree.

7+ years of experience supervising , leading, and managing divers workforce teams or projects. Managing geographically dispersed team.

Current PMI- PMP.

Demonstrated experience serving as the Contractor’s single contract/TO manager on one or more programs of similar scope, size, and complexity.

Experience planning and executing complex IT tasks and projects effectively with minimal Government direction and oversight.

Experience managing cost-plus contracts with award-fee structures similar to this TO.

Experience delivering executive-level briefings and presentations to senior Government personnel.

One or more technical, cloud, cybersecurity, or ITIL certifications related to performance on this TO.

Excellent track record of organizational leadership and business management, including strong analytical, presentation, and problem-solving skills.
Preferred Qualifications:

Experience coordinating and managing the contractor’s proposed methodologies and approach for a project similar in size, scope, and complexity to DTRA projects of this contract. This includes, but is not limited to, managing multiple places of performance worldwide and a dispersed workforce, and frequent procurement of materials and equipment.

Pay Range:Pay Range $148,850.00 - $269,075.00
