Project Overview  Louisiana Department of Transportation & Development (LADOTD) is undertaking a modernization initiative to enhance its district‑level financial data intake and reporting processes. The project will deliver a customized data management platform that aligns with LADOTD’s existing operational workflows while introducing targeted improvements in usability, security, auditability, and reporting.  The vendor will design, configure, and implement a data management platform that adheres to OTS development standards provided by AppDM:  The solution must maintain continuity with LADOTD’s established practices while providing a secure, reliable, and scalable foundation for long‑term operational excellence.  The OTS Application Development Office (AppDM) will provide oversight. 2. Objectives  The primary objectives of this project are to: o Modernize and streamline district financial data intake processes. o Improve data accuracy through automated validations and built‑in calculations. o Strengthen auditability, security, and user access controls. o Enhance reporting capabilities for both district users and administrators. o Provide a stable, secure, and maintainable hosting environment for long‑term operations. 3. Functional Scope 3.1 Platform Customization & Implementation 9 10 o Supports up to nine (9) Districts with district‑specific access and data segregation. o Includes 16–20 customized intake forms, each tailored to LADOTD’s requirements. o Provides automated field‑level and cross‑form validations. o Includes built‑in calculations to reduce manual data entry. o Allows carry‑forward of selected data elements across fiscal years. o Offers interactive grid‑based data views, filtering, and export options (e.g., Excel, CSV). o Maintains alignment with existing workflows to minimize disruption. 3.2 User Access & Security Enhancements  The platform must include: o Integration with Microsoft Entra ID and SAML 2.0 to enable Single Sign‑On (SSO). o Role‑based access control (RBAC) with district‑level permissions. o Administrative tools for: o Creating and managing user accounts. o Assigning and modifying roles. o Managing district‑specific access rights. 3.3 Audit Logging  Comprehensive audit logging must be implemented to capture: o User identity (including SSO identity). o Timestamp of all relevant actions. o Details of data changes (before/after values where applicable). o Role changes and administrative actions. o Fiscal year status changes. o Audit logs must be accessible to authorized administrators and retained in accordance with LADOTD’s policy. 3.4 Fiscal Year Management  The platform must include administrative controls that allow LADOTD to: o Open and close fiscal years manually. o Prevent modifications to data in closed fiscal years. o Carry forward selected data elements into new fiscal years. o Manage fiscal year transitions without requiring system downtime.


Hosting & Technical Requirements  The solution must be hosted in a secure, controlled server vendor environment or OTS environment that provides: o Role‑based administrative access. o Encrypted data storage and transmission. o Regular backups and disaster recovery capabilities. o Monitoring and alerting for system health and performance. o Compliance with Office of Technology Services (OTS) security and data protection requirements. Refer to the Information Security policy link below on page 20. 5. Reporting & Data Access  The platform must provide enhanced reporting capabilities, including:  Interactive grid displays with filtering, sorting, and drill‑down.  Visual dashboards with export options (Excel, CSV, PDF where applicable).  Administrative reporting for audit logs, user activity, and fiscal year status.  District‑level reporting aligned with LADOTD’s operational needs. 7. Deliverables  Key deliverables include: o Requirements of documentation and solution design. o Configured and customized data management platform. o Integration with Microsoft Entra ID. o User access and role management tools. o Fiscal year management module. o Audit logging framework. o Reporting dashboards and export tools. o User training and documentation. o Hosting environment setup and deployment. 8. Success Criteria  The project will be considered successful when: o All intake forms and workflows are implemented and validated. o SSO and RBAC are fully functional. o Audit logging meets LADOTD’s compliance requirements. o Fiscal year management operates as designed.


Reporting capabilities meet LADOTD’s operational needs. o The system is deployed in a secure, stable hosting environment. o Users are trained and able to perform required tasks. o All platform requirements have been met and functionality verified by LADOTD.
