The North Carolina Division of Motor Vehicles (NCDMV) is seeking an experienced, strategic, and highly collaborative leader to serve as Chief of Staff to the Chief Operating Officer (COO). This role helps drive modernization, operational excellence, and cultural transformation across one of the state’s most visible and service critical agencies.
The Chief of Staff is a key leadership position that provides strategic coordination and managerial support for major functions across the DMV. Reporting to and working closely with the Chief Operating Officer (COO), this role drives strategic priorities, oversees major Improvement initiatives, strengthens operational performance, and ensures alignment between the COO's vision and division-wide execution.
The Chief of Staff also serves as a primary liaison among DMV sections, executive leadership, legislators, and external stakeholders, promoting effective communication, collaboration, and accountability throughout the organization. The selected candidate will need to demonstrate the ability to:
• Lead major strategic and modernization initiatives in alignment with DMV’s Strategic Plan.
• Oversee administrative and operational performance, including policy development, metrics, and coordination with internal sections and external agencies.
• Support DMV leadership, foster an engaged and empowered workforce, and promote a strong organizational culture.
• Monitor and implement legislative and policy changes while serving as a liaison with lawmakers and agency partners.
• Evaluate training needs and maintain standard operating procedures to enhance operational consistency and efficiency.
The Chief of Staff selected candidate will require close visual acuity for reviewing data, documents, and digital materials. This position will perform job duties in Rocky Mount, NC at Division of Motor Vehicles Headquarters.

Salary Grade and Salary Range: NC20 $70,748 - $123,336
Management prefers applicants with the following:
- Strong management, process improvement, and problem‑solving experience including experience in program development, implementation, analysis, and evaluation
- Demonstrated leadership experience directing others to resolve business problems across multiple functions
- Experience communicating complex information clearly to diverse audiences, verbally and in writing
- Experience creating a collaborative, employee‑empowered, customer-centric work environment
- Experience in establishing, interpreting, and applying policies
Minimum Education and Experience

Bachelor’s degree from an appropriately accredited institution and three (3) years of experience in the program related to the area of assignment; or an equivalent combination of education and experience.
