The Division Administrator manages/supervises employees and the operations of numerous group homes.  They carry out responsibilities in any of the following functional areas: Quality Assurance, Group Home Operations, Day Services and Chance, consumer rights and care, State/County/Care Management organizations regulatory compliance, training, delegation, supervision, resident satisfaction, and daily living activities.

Key Responsibilities:

  • Develop and maintain a competitive advantage through anticipation of future strengths, weaknesses, opportunities, threats, trends and consequences and incorporate them into the organizational strategic plan.  
  • Make suggestions to Care Management Director in an effort to better the organization’s position in the market.
  • Be proactive and reactive (as necessary) to change, challenges, and situations in efforts to meet the Organization’s Strategic Objectives.
  • Ensure new employees feel welcome, establishing their responsibilities through timely training, orienting them in their new position and familiarizing them with the Clarity Care culture.
  • Effectively build organizational and employee capacity, developing a top-notch workforce and the processes that ensure the organization runs efficiently and successfully.
  • Create continuity, quality, and safety of services delivered in compliance with Federal and State laws, regulations and company policies. 
  • Monitor profit and loss performance of Residential operations and assist in developing and managing timely annual budgets and perform periodic cost and productivity analyses.
  • Evaluate, plan for, report on and implement overtime reduction strategies in coordination with Scheduling.
  • Assist in developing and implement clear and measurable short and long term goals, operating procedures, and business plans to achieve the company’s strategic goals.
  • Timely report financial status of programs, conduct feasibility studies, recommend and implement fee schedules, monitor revenue and expenditure trends.
  • Establish and implement standards to meet quality assurance outcomes, on-site inspections, surveys, and audits.
  • Assist Human Resources and Care Management Director with employee relations including retention, performance, discipline, terminations, and investigations.
  • In collaboration with the Residential Support Administrator, assist with assessing new referrals and determining the appropriate fit within the organization.
  • Monitor establishment and maintenance of good relationships with members of the Care Team, employees, guardians/family members, funding agencies, other service providers and the community.
  • Monitor preparation for and response to emergency situations.  
  • Ensure protection of Member rights.
  • Evaluate, supervise, train, and mentor the Team Leads and necessary Residential employees to ensure employee success and organizational expectations are met. 
  • Perform all other duties as assigned.

EDUCATION AND OTHER QUALFICATIONS:

  • A Bachelor Degree, in a Human Services or Similar Field, is preferred.  Otherwise, extensive experience in Human Services or related field may be considered.  The CBRF Administrator’s Course is also considered if Bachelor Degree is not achieved.  A High School Diploma, or equivalent, with at least five years of direct care and administration experience will be considered.
  • Five years’ experience in direct care services and the administration of community based health programs caring for persons with disabilities.
  • Working knowledge of support systems in Wisconsin and federal, state, and local regulations affecting the provision of services and employment.
  • Excellent computer skills and proficiency in Excel, Word, Outlook, and Electronic Charting Systems.
  • Must possess a valid WI driver’s license (where required), and ability to meet agency driving standards.  Must provide proof of auto insurance (where required).
  • Must pass a periodic WI Caregiver Background Check including Department of Justice Criminal Record Checks, and/or that of previous states of residence.

Skills Required
