The Role

Position Overview: The Disaster Recovery Manager will lead and oversee comprehensive recovery efforts for families and communities affected by fires, with a focus on vulnerable populations. This role combines responsibilities for managing cash assistance programs and directing debris clearance and repopulation efforts. The ideal candidate will possess strong leadership skills, a background in disaster response, and a commitment to restoring stability in affected areas.


This is a 2-month long full-time temporary position.

Key Responsibilities:


  • 1. Cash Assistance Program Management:

  • Design and implement cash assistance programs tailored to the needs of affected communities.
  • Conduct needs assessments to identify vulnerable populations and determine the scope of cash interventions.
  • Identify and collaborate with partners in affected areas to register cash recipients, prioritizing fire victims and vulnerable groups.
  • Manage the distribution of cash assistance, ensuring efficiency, transparency, and accountability.
  • Establish mechanisms to prevent fraud and misuse of funds.
  • Oversee the setup of digital and in-person cash distribution platforms.

  • 2. Debris Management:

  • Oversee debris removal operations to ensure efficiency and compliance with environmental and safety regulations.
  • Coordinate with contractors, local authorities, and environmental agencies to expedite debris clearance.
  • Develop a system for categorizing and disposing of hazardous materials.

  • 3. Home Assessment and Cleaning:

  • Organize teams to assess the condition of homes impacted by ash and fire damage.
  • Implement cleaning programs to remove ash and restore homes to habitable conditions.
  • Procure and distribute cleaning kits and resources for affected families.

  • 4. Repopulation Strategy:

  • Develop a timeline and criteria for safe repopulation of cleared areas.
  • Collaborate with local agencies to provide support for families returning to their homes.
  • Ensure access to essential services, such as water, electricity, and sanitation, in repopulated areas.

  • 5. Monitoring, Reporting, and Evaluation:

  • Develop metrics to assess the impact of recovery programs, including cash assistance and debris management.
  • Conduct regular field visits to monitor program implementation and gather feedback from beneficiaries.
  • Track progress of debris removal and repopulation efforts.
  • Prepare detailed reports on program progress, challenges, and achievements for donors, partners, and internal stakeholders.

  • 6. Community Engagement:

  • Work closely with community leaders to identify and prioritize vulnerable populations in need of assistance.
  • Provide regular updates to affected families on progress and timelines.
  • Organize community meetings and feedback sessions to address concerns and gather input.

  • 7. Team Leadership and Stakeholder Collaboration:

  • Train and supervise staff involved in cash programming, debris management, and repopulation activities.
  • Build partnerships with donors, NGOs, and government agencies to secure funding and resources.
  • Represent CORE in coordination meetings and recovery strategy discussions.

Qualifications:

  • Bachelor’s degree in social sciences, environmental science, urban planning, or a related field. Master’s degree preferred.
  • At least 5 years of experience in disaster recovery, humanitarian assistance, or related fields.
  • Strong understanding of cash transfer modalities, debris management practices, and environmental regulations.
  • Proven ability to manage budgets, large-scale operations, and multidisciplinary teams.
  • Excellent communication, interpersonal, and project management skills.
  • Experience working in disaster-affected or high-pressure environments.

Working Conditions

  • Schedule has occasional evening or weekend hours, depending on volunteer needs and organizational events. 
  • Ability to work in both CORE HQ office and field environments.
