Title: Director, Treasury Risk
Job Location: One M&T Plaza, Buffalo, NY 14203. Position requires in-office work four (4) days every week.
Job Description: Manage all interactions with Corporate Treasury (first line of defense), internal audit, and primary regulators. Develop, review and maintain risk management processes and procedures for governance and oversight of the Firm’s asset/liability risk management practice. Review interest rate risk management strategies that position the balance sheet to benefit from movements in interest rates whenever appropriate risk/return opportunities are present taking into consideration the impact of earning stability. Periodically evaluate the Bank’s market risk position and communicate in a timely fashion on any change in trends or emerging risks Actively participate and serve on the Corporation’s Asset/Liability Committee. Provide leadership and oversight to the Treasury Risk Management Oversight (“TRMO”) group. Ensure processes and procedures for governance are appropriate and regulatory and reputation risks are minimized. Provide insight, recommendations, and deliver timely information and reporting on Interest Rate, Liquidity Risk and Market Risk topics to the CRO and the Risk Committee of the Board. Oversee and ensure successful integration of acquisitions from a TRMO perspective. Ensure appropriate processes are in place to measure and report risk position. Oversee development of the annual plan for TRMO and ensure results meet or exceed plan, while fully complying with Bank standards. Design, implement, maintain and enhance internal controls to mitigate risk on an ongoing basis. Identify risk-related issues needing escalation to management. Represent the Bank in the community, including membership on external boards, committees and industry associations, as well as with government and regulatory bodies. Exercise usual authority of a manager concerning staffing, performance appraisals, promotions, salary recommendations, performance management and terminations. Understand and adhere to the Company’s risk and regulatory standards, policies and controls in accordance with the Company’s Risk Appetite. Maintain M&T internal control standards, including timely implementation of internal and external audit points together with any issues raised by external regulators as applicable.
Minimum requirements: Master’s degree (or foreign equivalent) in Accounting, Business Administration, Finance, Economics, Engineering or a related STEM or technical field plus seven (7) years of experience in the job offered or as Treasurer, Assistant Treasurer, Head of Liquidity & Funding, Head of Market Risk, or related occupation. The employer will alternatively accept a Bachelor’s degree (or foreign equivalent) in Accounting, Business Administration, Finance, Economics, Engineering or a related STEM or technical field plus thirteen (13) years of experience in the job offered or as Treasurer, Assistant Treasurer, Head of Liquidity & Funding, Head of Market Risk, or related occupation. Must have CPA or CFA license.
Requires four (4) years of experience with Liquidity Risk Management, including four (4) years of experience with each of the following:
- Banking treasury activities, including working experience with monitoring funding through FHLB, Deposit Window, and other methods to ensure compliance with liquidity ratios, LCR, and NSFR.
- Experience with Treasury liquidity policies and framework, including experience with ILST processes.
- Liquid assets securities portfolio management for liquidity risk metrics compliance for retail and wholesale banking portfolio, ensuring diversification, and assets/securities mix.
Requires four (4) years of experience with Recovery and Resolution Planning, including four (4) years of experience with each of the following:
- Experience with recovery and resolution planning, and funding and liquidity management during stressed market conditions. This includes an understanding of policies and procedures, regulatory expectations, and a bank’s governance and escalation protocols.
Requires four (4) years of experience with Interest Rate Risk Management, including four (4) years of experience with each of the following:
- Market risk management, hedging instruments, and EVE management (duration/convexity management). Supporting activities by monitoring and reviewing cashflow positions to manage a bank’s key rate duration profile, net interest income and margin.
- Working knowledge of policies and framework related to interest rate risk management practices within treasury, including asset and liability management, interest rate risk management, market risk management.
- Understanding of capital markets-related functions, including derivatives management, MSR, match book funding, macro and foreign exchange hedging.
