OVERVIEW
Mastercard Software Builders Experience (MSBX) is responsible for enabling Mastercard developers through a portfolio of products and platforms that improve developer productivity, automation, software delivery, governance, and cloud adoption. MSBX delivers a seamless developer experience through products including BuildersHub, Cloud DevEx, DevFlow, TestFlow, DevInsights, and Developer Workbench. TPMs and PMTs operate as strategic partners to Engineering, creating alignment, transparency, and predictable delivery across a highly interconnected portfolio
As the Director of Technical Program Management, you will lead a global organization of Technical Program Managers responsible for orchestrating execution across the MSBX portfolio. You will reinforce the established operating model, delivery governance, planning processes, and execution rigor necessary to successfully deliver strategic priorities. This role partners closely with Product Management, Engineering leadership, and executive stakeholders to ensure roadmap commitments are translated into predictable, high-quality outcomes.
ROLE• Director, Technical Program Management• Define and execute the TPM vision, operating model, and delivery strategy, ensuring alignment with MSBX objectives and Mastercard's broader business goals. • Own portfolio-level planning, delivery governance, operating rhythms, change control, and executive reporting to drive predictable outcomes across multiple tribes, products, and initiatives. • Partner with Product and Engineering leaders to align priorities, manage dependencies, resolve escalations, and deliver customer-focused solutions through a unified operating model.• Establish and monitor key delivery metrics, portfolio health indicators, and execution KPIs to improve predictability, flow, quality, and business outcomes. • Drive proactive identification, mitigation, and escalation of risks, issues, and cross-team dependencies, ensuring transparency and timely decision-making.• Build, lead, and develop a high-performing TPM organization through coaching, succession planning, performance management, and leadership development.• Foster a culture of accountability, transparency, continuous learning, and relentless improvement through data-driven insights and execution discipline• Provide clear executive visibility into portfolio performance, strategic initiatives, delivery commitments, and organizational priorities while influencing outcomes across senior leadership teams. • Ensure consistent reporting, executive visibility, and fact-based decision making across the organization.
ALL ABOUT YOU
Required Qualifications• Bachelor's degree in Computer Science, Engineering, Information Systems, or related technical discipline.• 10+ years of experience leading complex technical programs, software delivery initiatives, or platform engineering portfolios.• 5+ years of people leadership experience managing TPMs, Program Managers, or technical delivery organizations.• Demonstrated experience delivering large-scale, multi-team initiatives in Agile environments.• Strong understanding of software development lifecycle, cloud technologies, DevOps practices, CI/CD pipelines, and modern engineering operating models.• Track record of driving execution across highly matrixed organizations and influencing senior leadership.• Experience managing cross-functional dependencies, executive communications, risk management, and organizational planning.
Preferred Qualifications• Experience leading platform, developer experience, infrastructure, cloud, or enterprise engineering programs.• Deep understanding of portfolio governance, roadmap management, change management, and operating model design.• Expertise with all Agile delivery methodologies, Jira, Aha!, portfolio planning tools, and executive reporting frameworks.• Strong business acumen with the ability to balance strategic objectives, customer outcomes, technical constraints, and organizational priorities.• Exceptional communication, leadership, and stakeholder management skills.

In line with Mastercard's total compensation philosophy and assuming that the job will be performed in the US, the successful candidate will be offered a competitive base salary and may be eligible for an annual bonus or commissions depending on the role. The base salary offered may vary depending on multiple factors, including but not limited to location, job-related knowledge, skills, and experience. Mastercard benefits for full time (and certain part time) employees generally include: insurance (including medical, prescription drug, dental, vision, disability, life insurance); flexible spending account and health savings account; paid leaves (including 16 weeks of new parent leave and up to 20 days of bereavement leave); 80 hours of Paid Sick and Safe Time, 25 days of vacation time and 5 personal days, pro-rated based on date of hire; 10 annual paid U.S. observed holidays; 401k with a best-in-class company match; deferred compensation for eligible roles; fitness reimbursement or on-site fitness facilities; eligibility for tuition reimbursement; and many more. Mastercard benefits for interns generally include: 56 hours of Paid Sick and Safe Time; jury duty leave; and on-site fitness facilities in some locations.

O'Fallon, Missouri: $152,000 - $258,000 USD
