Job Description

Director, Technical Program Management 

 

Location: Tysons, Virginia, USA (Work from Office – 5 Days/Week) 

 

Role Summary 

The Director, Technical Program Managementis responsible for executive reporting, portfolio governance, strategic planning, and operational excellence across Engineering, Product, Quality Engineering, and Cloud Operations. This role partners with senior leadership to provide actionable business insights, establish governance frameworks, monitor organizational performance, and enable data-driven decision-making across the engineering organization. 

Key Responsibilities 

Executive Reporting & Governance 

  • Own executive dashboards, KPIs, portfolio reporting, and governance across Engineering and Product. 

  • Deliver actionable insights into portfolio health, strategic initiatives, organizational performance, risks, and business priorities. 

  • Lead executive reviews, Quarterly Business Reviews (QBRs), and annual planning processes. 

  • Partner with Engineering and Product leadership on strategic planning, investment prioritization, and organizational roadmaps. 

  • Define and monitor engineering and operational metrics to improve organizational effectiveness. 

  • Drive continuous improvement through standardized governance, reporting, automation, and operational best practices. 

Cross-Functional Leadership 

  • Coordinate strategic initiatives across Engineering, Product, Quality Engineering, Cloud Operations, Support, and Business Operations. 

  • Align stakeholders on priorities, manage cross-functional dependencies, and facilitate executive decision-making. 

  • Prepare executive presentations, business reviews, and leadership communications. 

Required Qualifications 

  • Bachelor's degree in Computer Science, Engineering, Business, or a related field. 

  • 12+ years of experience in Technical Program Management, Engineering Operations, Business Operations, or Portfolio Management. 

  • 5+ years leading enterprise-wide governance, strategic planning, or operational excellence initiatives. 

  • Strong experience with executive reporting, dashboards, KPIs, and business analytics. 

  • Exceptional executive communication, analytical, and stakeholder management skills. 

  • Experience with Agile software development and enterprise engineering organizations. 

Preferred Qualifications 

  • Experience in global SaaS or enterprise software organizations. 

  • Expertise with Jira, Strategy.ONE, Confluence, Power BI, Tableau, or similar reporting platforms. 

  • PMP, PgMP, Agile, or Lean certifications. 

Success Measures 

  • Executive leadership has timely, accurate visibility into portfolio health and organizational performance. 

  • Consistent governance and standardized reporting across engineering organizations. 

  • Improved strategic decision-making through actionable insights and operational transparency. 

  • Strong cross-functional alignment and measurable improvements in organizational effectiveness.
