Job Description Summary

The Director – Strategy and Institutional Intelligence provides operational leadership for the College's institutional intelligence, analytics, performance management, and strategic initiative support functions. The position supports implementation of the College's strategic priorities through performance measurement, institutional analysis, and decision-support activities.
Working under the direction of the Vice President – College Strategy, Effectiveness, and Institutional Intelligence, the Director leads the operational administration of institutional performance monitoring, strategic priority tracking, analytics, and institutional research processes.
The Director serves as a strategic partner to college leadership by providing actionable analysis, performance insights, and implementation support that advances the College's mission, strategic priorities, and organizational effectiveness.

Job Description

Essential Functions and ResponsibilitiesInstitutional Performance Management
  • Coordinate administration and continuous refinement of the College's Balanced Scorecard and institutional performance measurement framework.
  • Coordinate institutional performance review cycles and facilitate discussions regarding progress toward strategic priorities.
  • Coordinate collection, validation, analysis, and reporting of institutional performance indicators and outcomes.
  • Evaluate institutional performance trends and identify opportunities to improve organizational effectiveness and strategic outcomes.
  • Prepare performance reports and analysis for college leadership and the Board of Trustees.
  • Support development, refinement, and implementation of institutional performance measures and key performance indicators.
  • Facilitate engagement of institutional leaders in performance review processes and continuous improvement activities.
  • Translate performance results into actionable insights and recommendations that support strategic decision-making.
Strategy Execution and Strategic Initiative Monitoring
  • Coordinate implementation activities associated with College strategic plan and associated objectives.
  • Develop and maintain processes for tracking strategic plan measures, key deliverables, milestones, and overall plan progress.
  • Facilitate strategic plan reviews and implementation discussions with department and division leaders and project stakeholders.
  • Monitor progress toward strategic objectives and identify implementation barriers, dependencies, and potential resource needs.
  • Coordinate collection and synthesis of plan updates for college leadership review and decision-making.
  • Prepare planning materials, implementation summaries, and related planning resources.
  • Coordinate strategic planning meetings, workgroups, and related activities as assigned.
Institutional Intelligence and Analytics
  • Lead the College's institutional intelligence and analytics functions in support of strategic and operational decision-making.
  • Direct development and maintenance of strategic dashboards, analytical tools, and decision-support resources for college leadership.
  • Analyze and interpret institutional data to identify trends, opportunities, risks, and emerging issues affecting College performance.
  • Translate complex information into actionable insights and recommendations for college leadership and institutional stakeholders.
  • Support organizational planning, resource allocation, program evaluation, and continuous improvement activities through data-informed analysis.
  • Conduct predictive, trend, benchmarking, workforce, enrollment, and student success analyses to support strategic objectives.
  • Collaborate with Institutional Compliance Reporting to ensure institutional data is effectively leveraged for analysis, planning, and decision-making.
  • Promote data-informed decision-making through consultation, communication, and interpretation of institutional information under the direction of the Vice President – CSEII.
Decision Support and Organizational Analysis
  • Lead institutional analyses related to enrollment, student success, workforce outcomes, and organizational effectiveness.
  • Support college leadership decision-making through research, environmental scanning, benchmarking, forecasting, and business case development.
  • Coordinate annual program health and vitality review processes, related analyses, and supporting decision-support materials.
  • Prepare analytical reports, presentations, and recommendations for college leadership and institutional stakeholders.
  • Facilitate the use of institutional data and analysis to inform strategic, operational, and resource allocation decisions.
  • Monitor higher education, workforce, demographic, legislative, economic, and industry trends affecting the College.
Data Governance and Institutional Alignment
  • Support implementation and continuous improvement of the College's data governance framework.
  • Collaborate with data stewards and institutional leaders to promote data quality, consistency, and shared understanding of institutional information.
  • Support development and maintenance of enterprise data definitions, business rules, and metric standards.
  • Promote effective use of institutional data through consultation, education, and communication.
  • Identify opportunities to improve institutional data accessibility, quality, and trust.
Accountability and Decision-Making Authority
  • Accountable for the operational effectiveness of the College's institutional intelligence, analytics, and decision-support functions.
  • Accountable for the administration and coordination of institutional performance management and strategic initiative monitoring processes.
  • Responsible for identifying and elevating institutional performance concerns, implementation barriers, emerging risks, and opportunities to the Vice President – CSEII.
  • Responsible for ensuring decision-support resources, analyses, and recommendations are timely, accurate, and aligned with the college strategic plan.
  • Responsible for ensuring alignment among institutional intelligence, performance measurement, and college strategic objectives to support organizational decision-making.
  • Recommends operational, organizational, and performance improvement opportunities for consideration to the Vice President - CSEII.
Minimum QualificationsEducation and/or Experience Requirements:
  • Master's degree in Data Science, Data Analytics, Institutional Research, Organizational Development, Higher Education Administration, Business Administration, or a related field; AND
  • Five to seven years of progressively responsible experience in college planning, institutional research, analytics, or related functions; OR
  • An equivalent combination of education and experience from which comparable knowledge and abilities can be acquired.
  • Experience with data governance, data quality, institutional reporting, or enterprise information management practices.
In evaluating candidates for this position, Fox Valley Technical College may consider a combination of education, training, and experience which provides the necessary knowledge, skills, and abilities to perform the duties of this position.  Preferred Qualifications
  • Experience in higher education administration, preferably within a community or technical college environment.
  • Experience supporting strategic planning, institutional effectiveness, organizational performance, academic administration, or continuous improvement initiatives.
  • Experience developing and utilizing key performance indicators, dashboards, scorecards, or organizational performance frameworks.
  • Experience leading analytics, institutional research, business intelligence, or decision-support functions.
  • Experience facilitating cross-functional initiatives and working collaboratively with diverse stakeholder groups.
  • Knowledge of WTCS reporting guidelines, continuous improvement, and performance management practices in higher education.
Work Environment
  • Work will be completed in person at the Appleton campus with some opportunity to work virtually.
  • Work is typically performed in an office and/or a shared workspace setting.
Work environment may change based upon college needs.Physical Requirements
  • Sitting: This role requires extended periods of sitting while performing tasks and utilizing computer systems.
  • Mobility: While much of the work is desk-based, occasional mobility may be necessary for attending meetings or events within the workplace.
  • Repetitive Motions: Capacity to perform repetitive motions, such as typing, without discomfort or injury.
  • Communication: Clear verbal and written communication skills are essential for interacting with employees, candidates, and stakeholders, both in-person and through electronic means.
  • Travel: May be required for state meetings and professional development.

Additional Information

Pay Rate: $109,100 - $128,300 per year.
Pay is based on a multitude of factors, including experience, qualifications, education, relevant certifications, internal equity, and market data.
