Under the supervision of the Vice President - Rates & Revenues, plays a critical role in driving Arizona Water Company’s regulatory and rates strategy, executes key regulatory initiatives, and leads regulatory filings and proceedings to ensure compliance, maximize rate recovery, and support business goals.  


Essential Duties

Responsible for a variety of tasks and duties, which may include, but are not limited to, the following:

  • Coordinating the preparation, submission, and management of regulatory applications, filings, and rate cases filed with the Arizona Corporation Commission (ACC).
  • Developing ratemaking models for regulatory proceedings. 
  • Developing and preparing rate surcharge, adjustor, and other similar filings submitted to the ACC.
  • Identifying and implementing improvements to ratemaking processes, modeling, and planning activities to support accurate, timely, and strategic filings.
  • Ensuring company compliance with ACC decisions and other directives.
  • Leading tariff management, revenue and sales reporting, and regulatory compliance tracking.
  • Preparing, compiling, and summarizing financial information for use in budgeting and strategic planning.
  • Conducting economic and cost/benefit analyses for company projects and/or valuation of acquisitions and feasibility and cost of service studies.
  • Developing water utility and related industry studies.
  • Performing rate-related research projects and other regulatory and utility operating and management matters. 
  • Developing studies related to customer growth, usage, and industry challenges, as well as statistical comparisons with other utilities.
  • Providing updates regarding ACC rules, regulations, standards, and practices and the regulatory activities of other public service corporations.
  • Performing other special assignments and tasks as directed.
Qualifications

Skills, Knowledge and Physical Requirements

Skills, knowledge, and physical requirements include, but are not limited to:

  • Strong background in finance, accounting, economics, and statistics.

  • Advanced understanding of revenue requirements, cost recovery mechanisms, and ratemaking principles.

  • Experience working with the ACC is highly preferred.

  • Strong business acumen with a solid understanding of how regulatory decisions impact utility operations, financial performance, and long-term strategy.

  • Excellent analytical and problem-solving capabilities.

  • Proficient in Microsoft Office Suite at an advanced level.

  • Comfortable contributing both as a leader and an individual contributor in a dynamic, fast-paced environment.

  • Ability to perform repetitive physical activities using feet, legs, hands, and arms and be able to use keyboard, walk, sit, stand, bend, stoop, climb stairs, reach, grasp, lift up to 40 pounds, push, pull, crouch, squat, crawl, and twist.


Minimum Qualifications

The following are required:

  • Bachelor's degree in Finance, Accounting, Economics, Business Administration, or related field from an accredited college or university.

  • 10+ years of prior experience with a public utility in a rate, regulatory, or accounting related position is required.
