Job Description Summary:

The Director, Portfolio & Planning, PMO & Organizational Effectiveness turns enterprise P&C planning and portfolio direction into practical tools, routines and disciplined delivery. The role designs and runs the portfolio operating system, PMO standards, benefits methods and OE practices that help priorities move from strategy to coordinated execution. This role reports to the SVP, Talent and Development and works as part of a flexible team. It translates agreed enterprise direction into methods, analysis, tools and hands-on support, partnering with initiative owners, Finance, People Intelligence, People Services, OU and functional HR teams to keep priorities moving from decision to delivery. 


RESPONSIBILITIES: 


Integrated Planning and Portfolio Methods 

  • Design and maintain the practical methods that support LRP-to-ABP orchestration, including intake, taxonomy, prioritization criteria, initiative tiers, stage gates and delivery-health routines. 
  • Build and maintain templates, consolidated roadmaps, dependency methods and exception-review materials that enable consistent planning and portfolio decisions. 
  • Translate approved enterprise priorities into usable standards and routines for initiative owners, People Services, OUs and functional HR teams. 
  • Continuously simplify the operating system so planning and portfolio routines improve decisions, reduce friction and support disciplined execution. 

Portfolio Scenarios, Benefits and Decision Support 

  • Develop portfolio scenarios that make choices across funding, capacity, sequencing, dependencies and expected outcomes clear for decision makers. 
  • Partner with Finance on budget and forecast analysis, ensuring portfolio recommendations are grounded in financial discipline while Finance retains financial ownership. 
  • Own the benefits-realization method with People Intelligence and initiative owners, ensuring major initiatives define outcomes, measures and adoption evidence from the start. 
  • Prepare clear options, implications and recommendations for portfolio reviews, governance routines and exception decisions.  

Organizational Effectiveness Methods and Delivery 

  • Design practical OE methods and toolkits for diagnosis, role and accountability design, governance, decision rights and design assurance. 
  • Lead selected diagnostics, design sprints and governance reviews based on agreed enterprise priorities and capacity. 
  • Ensure OE methods and content are built to draw on People Intelligence and Future Workforce data where it strengthens the recommendation. 

PMO Community and Capability Building 

  • Translate enterprise PMO direction into practical standards, tools, routines and learning that strengthen delivery discipline across the PMO community. 
  • Steward consistent ways of working across Center, People Services and OUs while allowing purposeful local adaptation where it improves outcomes. 

Executive Materials, Analysis and Digital Fluency 

  • Turn complex portfolio, benefits and organization analysis into clear options, implications and recommendations for senior leaders. 
  • Contribute subject-matter content and evidence for executive materials and communications, in partnership with the communications role. 
  • Use approved AI-enabled tools responsibly to reduce manual effort, improve analysis, strengthen scenario development and create reusable methods for the function. 

REQUIREMENTS:

  • Bachelor's degree in Human Resource Development, Psychology, Organizational Development, Behavioral Sciences, or related field required.
  • 10+ years of prior relevant Human Resources Operations for a large-scale organization required
  • Strong Project Management skills
  • Expertise in business consultation with a proven track record of developing solutions for complex scenarios required
  • Expertise in talent acquisition, employee and labor relations, and communications required
  • Knowledge of total rewards, succession planning, and organizational capability & development.
