$128,939.20 - $232,107.20

Responsible for the development of short and long-term planning and goal setting for assigned patient care units across the University, Memorial and Hahnemann campuses of the Medical Center. Develops new programs and expands existing services. Establishes systems that ensure continuity of care across the Medical Center. Serves as a resource to affiliate hospitals for program needs and provides consultation services and program oversight.

I. Major Responsibilities:

1. Oversees patient care management and ensures that professional nursing is practiced in accordance with established standards of regulatory and nursing standards of practice at UMMHC.
2. Ensures the delivery of quality services for customers.  Investigates service expansion, recommends new programs, and oversees implementation as opportunities present themselves.
3. Provides administrative and financial accountability for planning, directing, staffing, coordinating, and controlling functions and activities of all phases of the surgical services departments.
4. Manages the overall operations of Medical Center Perioperative Services in accordance with hospital policies, standards of nursing practice, and governmental regulations providing excellent care for all perioperative patients.
5. Plans, develops, and implements strategy for operational/marketing management and development to meet organizational performance plans within budgets and time frames.
6. Maintains reports and statistics for administrative and regulatory purposes. Recommends purchases to be considered in the capital budget process.  Ensures proper follow up of approved expenditures.

7. Exemplifies UMMH Standards of Respect, demonstrates and upholds them in all interactions and builds structures to develop and support healthy work environment within Perioperative/Perianesthesia/Endoscopy services, collaborating departments, the Medical Center, and the Health System.

8. Uses evidence-based strategies to champion and manage change. Actively drives and supports innovative initiatives that promote transformative progress ensuring alignment with best practice and the organization's vision and strategic goals.

9. Leads and facilitates cross-site collaboration. Promotes and enhances collaboration across Medical Center sites, supporting seamless communication and teamwork to achieve unified operational excellence. Builds strong partnerships with perioperative/procedural leaders across UMass surgical/procedural locations. Collaborates to scale, implement, and standardize best practices to align across UMass sites.

Standard Management Level Responsibilities:

1. Directs and supervises assigned personnel including performance evaluations, scheduling, orientation, and training.  Makes recommendations on employee hires, transfers, promotions, salary changes, discipline, terminations, and similar actions.  Resolves grievances and other personnel problems within position responsibilities.
2. Develops and recommends the budgets for the areas managed. Manages activities to assure financial goals are met.
3. Coordinates the assignment of tasks and helps resolve technical and operational problems. Evaluates the impact of solutions to ensure goals are achieved.
4. Provides effective direction, guidance, and leadership over the staff for effective teamwork and motivation and fosters the effective integration of efforts with system-wide initiatives.
5. Encourages and supports diverse views and approaches, demonstrates Standards of Respect, and contributes to creating and maintaining an environment of professionalism, respect, tolerance, civility and acceptance toward all employees, patients and visitors.
6. Integrates diversity into departmental objectives, such as hiring, promotions, training, vendor selections, etc.
7. Participates in performance improvement initiatives and demonstrates the use of quality improvement in daily operations.
8. Ensures compliance with regulatory agencies such as Joint Commission, DPH, etc.  Develops and maintains procedures necessary to meet regulatory requirements.
9. Ensures that department complies with hospital established policies, quality assurance programs, safety, and infection control policies and procedures.
10. Ensures adequate equipment and supplies for department.
11. Develops and maintains established departmental policies, procedures, and objectives.
12. Ensures compliance to all health and safety regulations and requirements.
13. Maintains, regular, reliable, and predictable attendance.
14. Performs similar or related duties as required or directed.

II. Position Qualifications:

License/Certification/Education:
Required:
1. Master’s degree in Nursing or related field. 
2. Licensed to practice nursing in the State of Massachusetts.

3. Member of the Association of Perioperative Registered Nurses (AORN). 

4. Professional certification in area of specialty (CNOR, NEA-BC). If not currently certified, obtains within 18 months of hire and maintains for entirety of tenure in position.           

Preferred:

Experience/Skill:

Required:
1. Minimum of 3 years of previous management experience.   
2. Minimum of five years of progressive and directly relevant experience in hospital or healthcare environment.
3. Recent experience in area of specialty.
4. Demonstrated ability to plan, organize and evaluate programs and to analyze fiscal data and develop departmental budgets.
5. Strong working knowledge of principles and practices of Perioperative Services. 
6. Excellent communication skills and proven track record of fostering teamwork. 
7. Must be knowledgeable in LEAN techniques and utilize those principles in process improvement activities.

8. Proficient with Microsoft Office products.        
  
Unless certification, licensure or registration is required, an equivalent combination of education and experience which provides proficiency in the areas of responsibility listed in this description may be substituted for the above requirements.

Department-specific competencies, including age-specific competencies and their measurements, will be developed and maintained in the individual departments.  The competencies will be maintained and attached to the departmental job description.  Responsible managers will review competencies with position incumbents.

Work is considered sedentary. Position requires work indoors in a patient care environment.
