The Impact You’ll Be Contributing to Moloco:

We’re looking for an experienced and strategic Director of People Operations to lead and scale People Operations at Moloco. In this role, you will set the global direction for how we support employees across their lifecycle, ensuring our People processes are efficient, compliant, scalable, innovative, and centered on a high-quality employee experience.

You will bring deep expertise in people operations, employee benefits, and HR compliance, along with a proven ability to solve complex problems and partner effectively with senior leaders across the business. This role requires a strong balance of operational rigor and people-first thinking to design and evolve systems and programs that scale with the company.

From onboarding and compliance to global, cross-functional People initiatives, you will help ensure every employee experience is intentional, consistent, and thoughtfully designed—while driving operational excellence and accountability for outcomes globally.

The Opportunity:

  • People Operations Strategy: Set and scale the global People Operations strategy by identifying and prioritizing opportunities to evolve processes, systems, and workflows that balance operational efficiency, compliance, and a high-quality employee experience across regions.
  • Employee Experience: Champion a world-class employee experience globally, establishing service standards and operating models that proactively address employee needs while ensuring consistent, equitable experiences across policies, programs, and benefits.
  • Program Ownership:
    • People Operations: Oversee core People Operations programs across the employee lifecycle, ensuring consistent execution, scalability, and accountability for outcomes.
    • Benefits Programs: Set direction for global benefits programs, balancing competitiveness, cost, compliance, and employee experience in partnership with vendors and brokers.
    • Retirement Programs: Own retirement savings programs, ensuring compliant administration, effective vendor management, and a clear, employee-friendly experience.
    • Contingent Workforce Program: Own the global contingent workforce program, ensuring compliant, scalable operations and strong cross-functional partnership with Legal, Finance, and business leaders.
    • HR Compliance: Lead global HR compliance efforts, ensuring adherence to regulatory requirements and driving yearly compliance training rollouts.
  • Process Optimization, Systems & Automation:
    • Continuously assess and evolve People Operations processes to identify inefficiencies, gaps, scalability risks and drive plans to streamline workflows.
    • Set direction for workflow redesign, tooling, and AI-enabled automation to improve operational excellence, reduce friction, and scale with company growth.
  • Data, Insights & Continuous Improvement:
    • Own the People Operations data and insights strategy.
    • Translate people and operational data into actionable insights that inform executive decision-making, drive automation, and enable continuous improvement at scale. 
    • Achieve operational excellence by fostering strong collaboration, leveraging data-driven insights, and designing optimized processes focused on continuous improvement and automation.
  • Project Management & Stakeholder Engagement:
    • Drive complex problem solving by clearly defining issues, socializing and aligning on recommendations with stakeholders, and ensuring delivery of intended outcomes.
    • Manage and prioritize a portfolio of high-impact, global initiatives, ensuring focus on the most critical outcomes while maintaining rigor, quality, and operational excellence. 
    • Drive Global People Operations Initiatives that transform employee experiences by leveraging employee insights, data, and business context to deliver impactful, people-first solutions.
    • Serve as a trusted strategic partner to stakeholders globally, including People Leadership, People Partners, Recruiting, Finance, IT, Legal, and functional leaders, to effectively collaborate, design and implement scalable People processes and operational People programs.
    • Exercise sound executive judgment in dynamic, ambiguous environments, making informed decisions with incomplete data while balancing speed, risk, and employee impact.
  • Compliance, Risk & Data Governance:
    • Establish and enforce global standards for data integrity, confidentiality, and compliance, ensuring best-in-class data governance and risk management across all People Operations activities.
    • Oversee global HR audits and compliance programs, proactively identifying risks, ensuring adherence to legal and regulatory requirements, and driving remediation and long-term process improvements.
    • Ensure People Operations practices meet legal, regulatory, and internal policy requirements globally.
  • Management: 
    • Build, lead, and develop high-performing People Operations teams, mentoring leaders and talent to scale their impact, strengthen capabilities, and drive high performance.
    • Manage brokers, vendors, and third-party administrators to ensure high-quality delivery and service.

How Do I Know if the Role is Right For Me?

  • 12+ Years of experience in People Operations
  • Proven experience in designing, implementing, scaling, and optimizing global HR processes, programs and complex operations
  • Strong understanding of HR policies, processes, and legal requirements
  • Confidence to make strategic decisions leveraging data
  • Demonstrated ability to build partnerships & influence at all levels of the organization 
  • Excellent communication, written, verbal, stakeholder management and interpersonal skills
  • Ability to work independently and handle multiple tasks simultaneously in a fast-paced environment
  • Strong problem-solving abilities and attention to detail
  • Ability to handle confidential data with discretion and care

Preferred Qualifications:

  • ​​Relevant experience in Benefits, Leaves of Absence, Global Retirement Programs, HR Compliance, Contingent Workforce, Global Mobility and/or Immigration
  • Deep knowledge of US employment law
  • Prior experience with statutory requirements in EMEA (UK, Germany, Israel) and APAC (China, Singapore, Korea, Japan, India)
  • People Management experience
  • Experience in a scaling growth start up 
  • Leadership presence with strong collaboration skills; able to articulate a clear problem statement & recommendation and secure buy-in and support from key stakeholders
  • Understanding of HR Technology systems design, HR reporting, workflow, and auditing requirements (experience with Greenhouse and Workday strongly preferred)
  • Demonstrated project management and change management skills, familiarity with project management tools / methodologies and a track record of success in bringing highly complex, cross-functional projects to completion

Our Compensation And Benefits (for United States Residents Only)

In accordance with various state laws, the range provided is a reasonable estimate of the base compensation for this role. The actual amount may be higher or lower based on non-discriminatory factors such as experience, knowledge, skills, and abilities. We also offer a competitive benefits package.

Base Pay Range:
$195,200$275,000 USD
