The Director of People & Culture is one of five Managing Directors of Breitenbush Hot Springs. This is a salaried, exempt position. Working closely with the Business Director, the Finance Director, the Marketing & Events Director, the Facilities Director, and the Board of Directors, this Director’s areas of responsibility include:
- Overseeing all human resources processes and procedures
- Maintaining the employment records of the co-op
- Maintaining compliance with all jurisdictional employment laws
- Overseeing and managing the People & Culture Team
- Offering strategic and policy recommendations to leadership and the Board of Directors in support of the co-op’s credo and “people first” culture
The Director of People & Culture reports to the Business Director, and provides monthly reports to the Board of Directors. This position, along with the other Managing Directors, works to meet Key Performance Indicators related to staffing.

The Director of People & Culture is accountable to abide by Breitenbush’s Work Life Agreements and Community Life Agreements.
The Director of People & Culture must live and work collaboratively with teammates, other teams and fellow community members, and proactively seek to solve problems and resolve conflict.
Duties and Responsibilities:
Strategic & Advisory
- Advise leadership and the Board of Directors on workforce planning, organizational development, and people-related legal compliance
- Identify emerging staffing, retention, morale, and organizational issues and recommend solutions
- Monitor workforce trends and report them to leadership and the Board of Directors
- Monitor organizational compliance with federal, state, and local employment laws
- Develop and maintain HR policies and practices. Propose changes to the Handbook of Agreements to the Board of Directors as needed
- Establish HR priorities, goals, and measures of success
- Identify patterns of employee-relations concerns and develop preventative approaches to recurring conflicts
- Advise leadership regarding high-risk employee-relations matters
- Advise leadership and the Board of Directors on benefits package in line with strategic goals, employee usage / preferences, budget, and ACA and other legal compliance
- Work with Managing Directors and Team Coordinators to make workforce and headcount recommendations to the Board of Directors
- Develop recruitment and retention strategies
- Evaluate and improve HR processes, forms, procedures, and workflow
- Train, coach and advise Managing Directors and Team Coordinators regarding leadership, performance management, team dynamics, communication, conflict resolution, employment law, documentation, and other people-related areas
- Support, guide, and coach teams during personnel transitions and periods of high need
Functional
These tasks may be performed by the Director or delegated to a team member:
- Oversee the Breitenbush Cooperative’s hiring processes including:
- Recruiting
- Job posting
- Collection of team feedback
- Onboarding new staff into the HRIS, housing, and other systems
- Orientation of new staff
- Oversee the Breitenbush Cooperative’s offboarding of departing staff
- Ensure that personnel practices align with our Handbook of Agreements (HOA) and applicable State and Federal regulations
- Keep abreast of labor law and labor law changes:
- Consult with resources (legal, SHRM, external, etc.) as needed
- Schedule and attend ongoing training opportunities for HR (BOLI, EEOC, SHRM, etc.)
- Work with the appropriate Managing Directors to support teams in following legal practices for:
- Hiring
- Evaluations
- Job performance issues
- Leaves
- Accidents
- Benefits
- Conflict resolution
- Complaints
- Terminations
- Other employment activities
- Oversee the administration of Breitenbush benefits, unemployment and workers compensation programs
- Oversee FMLA, OFLA, and Paid Leave Oregon programs
- Organize annual Open Enrollment in April along with the administration of Breitenbush medical, dental, and life insurance benefits
- Submit annual reporting for ACA and OSHA
- Educate and communicate with staff about benefits, statutory leave programs, and workers compensation programs
- Develop and offer appropriate staff and management training; create tools and resources for managers
- Support and coach staff and Team Coordinators with conflict resolution and difficult conversations
- Work with the Business Director to respond to complaints and grievances; follow up with investigations and documentation as needed
- Ensure consistent, equitable, and legal application of disciplinary practices
- Coordinate housing for staff
- Maintain,secure, and control access to comprehensive and detailed records of employment and actions for all employees
- Attend relevant meetings as needed
- Oversee the employee evaluation and performance management process
- Live and work collaboratively with teammates, other teams, and fellow community members. Proactively seek to solve problems and resolve conflict.
The Director of People & Culture is a standing member of the Incident Management Team and is often called to take a leadership role in coordinating the response to and resolution of emergency incidents.
Qualifications
- 5+ years experience in the field of human resources and/or a Bachelor’s degree in HR or related field.
- Prior management, business administration, or similar experience
- Ability to gain a mastery level understanding of the Breitenbush Handbook of Agreements (HOA) and operating rules of the co-op
- Ability to work cooperatively with a variety of people and temperaments
- Excellent communication skills; friendly, patient and accessible to answer requests and questions, while also diplomatically holding boundaries set by Breitenbush policies and legal standards
- Strong computer skills, ideally with experience using the following software:
- Google Suite
- Human Resource Information Systems (HRIS)
- Organizational agility and accuracy with details
- Ability to manage several projects concurrently
- Self-motivated, able to work independently
- Ability to maintain confidentiality and the highest level of ethical behavior in the midst of a community living setting where you know and interact with employees professionally as well as socially
- Willingness to work onsite and be available by phone and 2-way radio during work hoursand for occasional off-hours emergencies
- This role is mostly stationary. Must be able to work at a desk and computer for 8 hour shifts, 40 hours per week
- Proficient regarding relevant state and federal laws and their governing jurisdictions
