Job Summary
The Payroll Director will be responsible for leading all aspects of day to day payroll functions for Optimum. This includes partnering with HR Service Center, Employee Relations, Accounting, Treasury, Tax, Compensation, Benefits, Leave Management and all other departments that interact with payroll. Additionally, the Payroll Director will build, maintain, and improve processes and systems to support payroll and work with all other business areas to ensure that all payroll applications and reporting functions meet current and future needs.
Responsibilities
- Oversight of the payroll staff responsible for processing, reviewing and auditing payroll in accordance with all statutes, regulations, policies, procedures and deadlines.
- Ensure departmental performance meets or exceeds expectations.
- Monitor the workflow of staff members to ensure timelines and accuracy of payroll processing.
- Implement and train payroll team on changes to all company pay practices; coordinate with other areas of HR and Corporate Communications for effective company rollout
- Develop and update payroll and time and labor system user procedures, guidelines, defensive queries, documentation, etc.
- Prepare and support a variety of scheduled and ad-hoc reports and queries utilizing appropriate reporting tools.
- Serve as point of contact and leader to various HR Technology related projects, assignments, testing, and upgrades.
- Act as process validator for payroll SOX controls, including responsibility for updating the process flows and narratives and ensuring all SOX and internal controls are continuously performed and documented by the payroll team.
- Oversee all payroll tax audits and support internal and external audits of departmental activities.
- Work with state agencies, tax department, legal and other departments, as necessary, to coordinate efforts and provide information.
- Maintain working relationship with payroll vendor.
- Ensure that all payroll system and time and labor system changes are tested and confirmed as accurate before authorizing move to production.
- Monitor and approve tax amendments.
- Participates in any upgrades/implementations of all payroll software.
- Analyze complicated adjustments and monitor corrections to ensure the accuracy of the employee records.
- Coordinate all requests from accounting team to ensure the data requested is complete and delivered timely.
- Set up new payroll entities and integrate employee data for all acquired companies into the existing payroll databases.
- Lead payroll M&A activity
- Responsible for managing the year-end processing of payrolls and adjustments to ensure the company W2's are correct and processed timely.
Qualifications
- Bachelor's degree in Accounting, Finance, Business Administration, or related field (Master's preferred).
- 10+ years of progressive payroll experience, with at least 5 years in a leadership role.
- Certified Payroll Professional (CPP) certification strongly preferred.
- Strong understanding of payroll best practices, tax regulations, and labor laws.
- Experience with payroll systems such as SAP payroll, ADP, Workday, Oracle, or similar platforms.
- Proven ability to lead teams, manage large-scale operations, and drive process improvement.
- Exceptional analytical, organizational, and problem-solving skills.
- High level of integrity and ability to handle sensitive and confidential information.
Preferred Experience:
- Experience in a publicly traded company or large enterprise environment.
- Familiarity with SOX compliance and internal controls.

This position is identified as being performed in/or reporting to company operations in New York State. Salary ranges are supplied in compliance with New York State law. Pay is competitive and based on a number of job-related factors, including skills and experience. The starting pay rate/range at time of hire for this position in Texas is $117,810.00 - $168,300.00 / year. The rate/range provided herein is the anticipated pay at the time of hire, and does not reflect future job opportunity.
