We are looking for an experienced International Indirect Tax professional to join our growing tax team. The Director, International Indirect Tax will be based in Scholar Rock Ireland’s Dublin office and report to the Vice President, Tax. In this role, you will lead Scholar Rock's non-U.S. indirect tax strategy, planning, compliance, technology, and controversy. The role is the principal subject matter expert for VAT, GST, import VAT, e-invoicing, Intrastat, ESL, OSS, and equivalent international transaction taxes.
You'll be joining at a pivotal moment as we establish our Dublin office and expand our European presence. This is a chance to shape how Scholar Rock approaches global tax compliance from the ground up, with real ownership and visibility across the organization. This role will partner closely with Supply Chain, Finance, and Legal to ensure VAT requirements are embedded into systems and business models as regulations evolve around the world.
Position Responsibilities
- Serve as primary technical advisor on VAT, GST, import VAT, and other non-U.S. transaction taxes.
- Collaborate closely with the Director, Supply Chain and Logistics to align import VAT requirements with customs requirements.
- Advise on indirect tax consequences for place and time of supply, invoicing, reverse charge, self-assessment, exemptions, reduced rates, zero-rating, and recovery.
- Review manufacturing, supply, distribution, licensing, collaboration, procurement, and commercial agreements for indirect tax consequences.
- Identify opportunities to improve VAT recovery and manage compliance and operational risk; prepare technical memoranda for material positions.
- Own global VAT, GST, and equivalent indirect tax registrations, deregistrations, returns, payments, refunds, carryforwards, and filing governance.
- Oversee ESL, Intrastat, OSS, import VAT reports, annual returns, SAF-T, real-time reporting, local listings, and other digital submissions.
- Ensure filings reconcile to ledgers, subledgers, tax engines, customs records, procurement, billing, and statutory accounts.
- Oversee partial exemption, VAT recovery, and refund claims.
- Manage external compliance providers, fiscal representatives, local agents, advisors, deadlines, budgets, and escalation protocols.
- Validate that tax determination, invoicing, reporting, reconciliation, and post-launch monitoring are operational before first commercial supply.
- Support internal and external audit requests and maintain complete, audit-ready documentation.
- Own international indirect tax requirements for ERP, procurement, AP, order-to-cash, billing, tax engines, and e-invoicing.
- Define and govern VAT and GST determination, international indirect tax codes, condition records, decision logic, and tax master data.
- Lead non-US indirect tax design, configuration, integrations, migration, testing, cutover, stabilization, and defect management as part of the ERP implementation.
- Coordinate with the Vice President, Tax on indirect tax inputs / implications for direct tax, transfer pricing, PE, and withholding matters.
- Lead VAT, GST, import VAT, and other international indirect tax examinations, assessments, disclosures, appeals, settlements, and refund reviews.

Candidate Qualifications
- Degree in Tax, Accounting, Finance, Legal, Information Systems, or related field; professional qualification preferred.
- 12+ years of VAT, GST or international indirect tax experience.
- Fluency in English; additional European languages are beneficial
- Experience with data analytics or AI-enabled tools
- Deep European VAT knowledge and practical experience across multiple jurisdictions.
- Experience overseeing complex VAT or GST compliance, registrations, refunds, and audits.
- Experience advising on cross-border supply chains, imports, exports, intercompany transactions, and commercialization models.
- Experience with e-invoicing, digital reporting, Intrastat, ESL, OSS, and related obligations.
- Experience with SAP S4HANA, Vertex, billing, procurement, and indirect tax master data.
- Strong understanding of SOX, controls, project management, and advisor oversight.

- Combination of Big Four or professional services and in-house multinational experience.
- Biotechnology, pharmaceutical, medical device, or life sciences experience.
- Experience with SAP, Vertex, Avalara, Thomson Reuters, or comparable platforms.
