Job Description Summary
Strategy & Operations (StratOps) is a newly established function within the Office of the Chief Operating and Financial Officer (COFO). It helps Enterprise prioritize, resource, govern, and deliver its most important cross-divisional work — bringing together project management, portfolio management, execution, and resource allocation in one place, without replacing division or Shared Services ownership. StratOps focuses the organization on a defined set of strategic priorities that require coordination, tradeoffs, and sustained execution.Job Description
It has three areas of focus:
Enterprise PMO: Leads enterprise prioritization and portfolio management, drives implementation of the Strategic Plan, and leads enterprise-wide special projects
Innovation Fund: Governs how Enterprise invests capital from an internal innovation fund to bring its most promising mission-driven ideas to scale
Shared Services PMO: Provides portfolio management, project management, and execution support across Enterprise’s corporate Shared Services functions — such as Finance, Treasury, IT, and Enterprise Risk Management
Based in New York, this is a hybrid role. The Director, Innovation Fund leads the Innovation Fund vertical within Enterprise’s new Strategy & Operations function. The vertical oversees an internal innovation fund that provides grants or concessionary capital to the most promising mission-driven initiatives that surface from within Enterprise, helping bring our best ideas to scale. This role administers Enterprise’s Resource Allocation Framework (RAF) — the process that governs how this capital is evaluated, allocated, and tracked. The Director guides initiative sponsors seeking funding through the RAF process — leading them through intake, diligence, and evaluation — and prepares clear, decision-ready analysis so that senior leadership can make well-informed capital allocation decisions. The role is responsible for operationalizing the RAF, running it day to day, and continuously improving its framework, tools, and governance as the fund matures. We are looking for an entrepreneurial leader who is energized by taking an early-stage capability and making it work in practice.
Note: This role is designed as a senior individual contributor and is not currently envisioned as a people management role.
Responsibilities
Administer, operationalize, and continuously improve the Resource Allocation Framework (RAF) that governs how investments are made from an internal innovation fund
Build the tools, templates, processes, decision-support materials, and ongoing governance that support the RAF
Guide program owners seeking funding for their initiatives through intake, due-diligence review with other functional groups, and evaluation of funding requests
Facilitate financial and strategic analysis to support evaluation and decision-making
Facilitate investment-approval decisions by senior leadership, presenting decision-ready recommendations
Monitor the fund’s portfolio on an ongoing basis against the RAF criteria on which each investment was approved — tracking performance across financial, mission, risk, and other dimensions to assess whether initiatives are delivering
Provide portfolio-level reporting and analytics to senior leadership
Ensure funded initiatives are integrated into the Enterprise PMO’s portfolio reporting and tracked consistently for execution
Qualifications
7–10+ years of experience in impact investing, mission finance, strategic finance, or resource allocation
Strong analytical capabilities (financial modeling, scenario analysis, risk assessment)
Experience supporting investment decisions or capital allocation
Entrepreneurial mindset — energized by operationalizing and continuously improving an early-stage framework, and comfortable operating in a function that is still taking shape
Ability to synthesize quantitative and qualitative inputs into decision-ready recommendations
Experience working across multiple stakeholders in complex environments
Experience designing or operating governance processes, investment frameworks, or portfolio-level systems strongly preferred
Strong communication and executive presentation skills, with proven ability to engage and build trust with senior leaders
High judgment and adaptability, with the ability to operate in ambiguity and across multiple workstreams in a fast-paced environment
Advanced proficiency in Excel and PowerPoint, with the ability to build financial models and produce executive-ready analysis and materials
Proficiency using AI tools to work more efficiently and elevate the quality of outputs
Salary Transparency
You will be joining a team of talented professionals motivated by serving the community and addressing the need for affordable housing.
Enterprise offers a comprehensive total rewards package for you and your family. The pay range for this position is $134,000-$154,000. The salary range represents the low and high end of what may be paid for this position. It is not typical for an individual to be hired at or near the top of the pay range, and compensation decisions may be influenced by a variety of factors, including skills, qualifications, experience, and location.
