Director of Human Resources
Position Announcement

Founded in 2009, Cooperative Building Solutions (CBS) has built a national reputation as the premier provider of turnkey solutions for the planning, design, construction, and support of electric cooperative facilities and other utility providers. With a mission that has remained constant since day one — to deliver comprehensive, client-focused services tailored to the cooperative industry — CBS has grown to serve more than 190 clients across 39 states. Guided by core values like Power of One Team, Exceeding Expectations, Enhancing Our Community, and Doing What We Say, CBS continues to lead with integrity, technical excellence, and a people-centered culture.

About the Opportunity
Collaborative Strategies is excited to partner with CBS in its search for a newly created, critical leadership role: Director of Human Resources. This is a unique opportunity for an experienced, entrepreneurial HR professional to build and lead the people strategy for a growing organization. The role offers the chance to shape the full talent lifecycle — from talent acquisition and onboarding to leadership development and performance management — while serving as a trusted advisor to the President and leadership team. As CBS continues to grow, so too will the opportunity for this individual, with significant potential to expand responsibilities and evolve into a future executive leadership role.
Reporting to the President, the Director of Human Resources will be responsible for developing and implementing talent management strategies that fuel CBS’s growth.
o   Talent Acquisition & Onboarding - Lead full-cycle recruitment strategies to attract, hire, and retain top talent. Develop a welcoming and effective onboarding process to setup new employees for long-term success.

o   Talent Development & Succession Planning - Design and deliver training and professional development programs that meet organizational and individual growth needs. Identify and nurture high-potential employees while building leadership continuity plans to prepare CBS for the future.

o   Performance Management - Oversee the implementation and continuous improvement of a fair, transparent, and impactful performance management program. Train and support managers in providing effective feedback, coaching, and development planning.

o   Compensation & Total Rewards - Partner with leadership to establish a competitive compensation philosophy and supporting programs. Provide guidance on compensation benchmarking, pay structure recommendations, and incentive program design.

o   HR Compliance & Employee Relations - Provide foundational HR support, ensuring compliance with employment laws, regulations, and best practices across multiple states. Serve as a resource for employee relations, policies, and HR processes. (Note: Benefits administration is handled by an affiliated company.)

o   HR Systems & Analytics - Oversee human resources systems, reporting, and analytics to track key HR metrics and inform business decisions. Evaluate tools and platforms that enhance employee experience and operational efficiency.

The Ideal Candidate will have:

  •    Bachelor’s degree in Human Resources, Organizational Development, Business, or related field.
  •    7+ years of progressive HR leadership experience, with a focus on talent management, organizational development, and employee engagement.
  •    Strong business acumen and executive presence with the ability to partner effectively with leadership at all levels.
  •    Proven experience supporting multi-state, geographically diverse workforces.
  •    Entrepreneurial mindset with a bias for action, problem-solving, and continuous improvement.
  •    Excellent interpersonal, facilitation, and communication skills.
  •    Solid working knowledge of core HR functions, including compliance, employee relations, compensation, and benefits administration.
  •    Comfortable operating both strategically and tactically — capable of leading initiatives while managing day-to-day HR needs.
  •    Experience with compensation strategy and performance management program design preferred.
