Job Summary

The Director of Human Resources provides strategic leadership and oversight of all Human Resources functions at PCC Community Wellness Center. As a member of the leadership team, the Director partners with executive leadership to align HR strategies, policies, and programs with the organization’s mission, operational needs, and strategic objectives.

This position oversees employee relations, talent acquisition, compensation, benefits administration, performance management, organizational development, employee engagement, and workforce planning while ensuring compliance with applicable employment laws and regulatory requirements. The Director develops and implements effective HR practices that support employee retention, operational efficiency, fiscal responsibility, and a positive organizational culture.

Essential Duties and Responsibilities

  • Serve as a strategic advisor to the CEO and executive leadership on workforce planning, organizational development, employee relations, and HR-related operational matters.
  • Develop and implement HR strategies aligned with PCC’s mission, organizational goals, financial priorities, and long-term workforce needs.
  • Partner with executive leadership to evaluate staffing models, organizational structures, and opportunities to improve operational efficiency.
  • Provide HR leadership during organizational changes, restructuring, and workforce transitions.
  • Prepare and present workforce metrics, HR reports, and recommendations to executive leadership and the Board of Directors.
  • Oversee employee relations matters, including workplace investigations, disciplinary actions, performance concerns, and employee grievances.
  • Advise leaders on consistent application of policies, fair employment practices, and appropriate documentation.
  • Oversee compliance with applicable federal, state, and local employment laws, including FMLA, ADA, FLSA, and EEO requirements.
  • Oversee employee leaves, workplace accommodations, unemployment claims and appeals, and workers’ compensation matters.
  • Partner with legal counsel and executive leadership on complex employment matters, as appropriate.
  • Develop, review, communicate, and maintain HR policies and procedures.
  • Oversee HR-related healthcare compliance, including applicable HRSA Health Center Program personnel requirements, personnel documentation, credentialing and privileging processes, and audit readiness, in collaboration with relevant departments.
  • Oversee development, administration, and evaluation of compensation and employee benefits programs.
  • Partner with Finance and executive leadership on salary structures, market competitiveness, annual increases, and compensation-related financial impacts.
  • Lead benefits renewal planning, vendor and broker evaluations, and negotiations to support competitive and cost-effective benefits.
  • Oversee benefits eligibility, enrollment, open enrollment, and related compliance.
  • Monitor HR-related expenditures and identify cost savings and operational efficiencies.
  • Provide recommendations on staffing costs, compensation adjustments, and employer/employee benefits cost-sharing.
  • Collaborate with Payroll and Finance to support accurate and timely payroll processing and resolve HR-related payroll issues.
  • Develop and oversee recruitment, retention, and workforce planning strategies.
  • Partner with department leaders to assess vacancies, staffing needs, and succession planning opportunities.
  • Oversee recruitment, selection, onboarding, and new employee orientation.
  • Develop employee engagement, recognition, and retention initiatives.
  • Oversee performance management, leadership development, and employee training initiatives.
  • Oversee HRIS administration, personnel records, reporting, and data confidentiality and accuracy.
  • Monitor HR metrics, including turnover, retention, vacancies, recruitment activity, and workforce demographics, as appropriate.
  • Oversee HR-related audits, required reports, personnel documentation, and process improvements.
  • Identify opportunities to improve HR workflows, systems, controls, and service delivery.
  • Supervise, coach, develop, and evaluate Human Resources staff.
  • Establish departmental priorities, delegate responsibilities, and ensure accountability and responsive service to employees and leaders.
  • Participate in cross-functional initiatives and committees in support of organizational objectives.

Basic Qualifications
  • Bachelor’s degree in human resources, Business Administration, Organizational Development, or a related field required; master’s degree preferred.
  • Five to seven years of progressive HR experience, including at least three years in a leadership or management capacity, preferred.
  • Experience in healthcare, an FQHC, or another highly regulated environment strongly preferred.
  • SHRM-CP, SHRM-SCP, PHR, or SPHR certification preferred.
  • Knowledge of applicable federal, state, and local employment laws and HR compliance requirements.
  • Experience with employee relations, compensation, benefits, talent acquisition, and organizational development.
  • Experience supervising an HR team and working with HR budgets, vendors, and workforce data preferred.
  • Proficiency in HRIS platforms and Microsoft Office applications.
  • Ability to meet applicable background-check requirements for the position.
Physical Demands and Work Environment

Work involves extended periods of computer use, communication, and meetings, with periodic movement throughout clinic and office settings. Ability to travel between PCC locations as needed and occasionally adjust working hours to meet organizational needs.
