The Director of Human Resources provides strategic leadership and oversight for key HR operational functions, including employee relations, compliance, benefits administration, HR operations/payroll, HRIS systems, and leave accommodations. This role acts as a primary champion of Windsor’s strong culture, ensuring that our values are fostered, modeled, and integrated into every aspect of the HR function. Responsible for overseeing a team of HR Generalists, the Director serves as a key partner and advisor for field and corporate leadership. The Director will drive operational excellence, oversee departmental financial planning, ensure strict adherence to employment regulations, and foster an environment of support, inclusivity, and high engagement across the organization.

Essential Job Functions & Responsibilities:

Culture Stewardship

  • Act as a central champion for Windsor’s culture, proactively fostering our values in all HR initiatives, policies, and practices.
  • Integrate cultural alignment into employee relations, talent development, and HR operations to ensure a cohesive employee experience.
  • Partner with leadership to cultivate an environment that supports our mission and drives employee engagement.

HR Operations, Systems & Budget Management

  • Serve as the primary HR point of contact and administrator for all HRIS systems, managing vendor relationships, system optimizations, and user support.
  • Oversee and mentor a team of HR Generalists, providing daily direction, workload management, and professional development support.
  • Lead core HR operations, ensuring accuracy, efficiency, and scalability of processes across the employee lifecycle.
  • Manage and oversee the HR department budget, ensuring effective resource allocation and fiscal responsibility.
  • Partner with leadership to interpret engagement results, identify priorities, and execute action plans.
  • Manage the execution of company-wide HR initiatives and process improvements.

Compliance & Legal Claims Management

  • Ensure compliance with all state, federal, and local laws and regulations governing employment across states, regions, and Canada.
  • Oversee legal claims and regulatory compliance, including EEOC charges, OSHA compliance and safety standards, minor HR audits, and active lawsuits.
  • Manage litigated workers' compensation claims in partnership with legal counsel and insurance carriers.

Benefits, 401(k) & Leave Administration

  • Manage the strategy and administration of company benefit programs for the US, Canada, and Puerto Rico, ensuring alignment with organizational goals and team member needs.
  • Lead annual Open Enrollment strategy and execution by partnering directly with insurance brokers and managing ongoing benefit carrier relationships.
  • Serve as the 401(k) Plan Administrator, overseeing and approving distribution/loan requests, monitoring fiduciary compliance, ensuring accurate payroll deductions, and managing plan processing.
  • Oversee leave administration, including FMLA, ADA, disability, and other protected leave programs.
  • Coordinate the interactive process for reasonable accommodations and maintain accurate, confidential documentation.

Employee Relations Support

  • Serve as a trusted advisor and coach for field and corporate leaders, providing guidance on complex employee relations issues and leadership effectiveness.
  • Provide counseling to management on performance management, conflict resolution, and disciplinary actions.
  • Facilitate leadership development and support strategies to strengthen engagement and retention.

Key Qualifications & Requirements:

  • Bachelor’s degree in Human Resources, Business, or a related field (or equivalent experience).
  • Minimum of 12+ years of progressive experience as an HR leader.
  • Demonstrated experience in providing high-level support to upper management.
  • Proven ability to partner with field and corporate leaders in a multi-location environment.
  • Hands-on experience managing legal claims (EEOC, OSHA, workers' compensation litigation), broker/carrier relationships, and financial oversight of HR budgets.
  • Strong expertise in HR operations/payroll, employee relations, leave administration, 401(k) administration, and benefit programs (including Open Enrollment planning).
  • Advanced proficiency serving as the lead HR contact for technology-driven HR platforms and HRIS systems (experience with Paycom HRIS is a plus).
  • Deep understanding of multi-state, federal, and local employment laws and compliance regulations.
  • Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint) and Visio.
  • Excellent communication, interpersonal, and conflict resolution skills.
  • Ability to manage multiple initiatives and prioritize effectively in a fast-paced environment.
  • HR leadership experience supporting an employee population of 4,000 or more is strongly preferred. 

Physical/Environmental Demands and Overtime & Availability:

Work is performed in an office environment and requires the ability to operate standard office equipment and keyboards. Must have the ability to walk short distances. Sedentary work. Exerting up to 10 pounds of force occasionally and/or a small amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Repetitive motion. Adequate movements (motions) of the wrists, hands, and/or fingers. Team members are required to have close visual acuity to perform activities such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading.
