Position Summary

As a Director of Human Resource (HR) Operations at Oncor, you’ll provide strategic leadership and oversight for Oncor’s HR operational functions, including Payroll, Human Capital Management (HCM) systems, and Integrated Workforce Data Analytics. As a key contributor, you’ll ensure operational excellence, compliance, and continuous improvement across HR processes, systems, and vendor relationships. This role will lead managers responsible for Payroll and HCM Solutions and establish a robust workforce analytics capability to deliver actionable insights that drive business decisions and support workforce planning.

Key Responsibilities:

  • Develop and execute a comprehensive HR Operations strategy that aligns with organizational goals and regulatory requirements.
  • Provide vision and direction for Payroll, HCM, and Workforce Analytics functions, ensuring integration and optimization of processes and systems.
  • Lead managers responsible for Payroll and HCM Solutions, ensuring timely, accurate, and compliant execution of all related activities.
  • Ensure effective oversight of payroll processing, tax compliance, garnishment administration, and timekeeping functions.
  • Ensure integrity and accuracy of employee data across HR systems and interfaces.
  • Oversee the development of an integrated workforce analytics function and solutions capable of delivering insights on workforce trends to support HR leadership and business units in strategic decision-making.
  • Partner with Finance and business leaders to align workforce analytics with forecasting, budgeting, and talent planning.
  • Ensure data governance, accuracy, and compliance with privacy regulations.
  • Drive continuous improvement initiatives leveraging technology, automation, and analytics to enhance workforce and HR efficiency and effectiveness.
  • Partner with Technology and other stakeholders to evaluate and implement new HR technologies and system upgrades.
  • Manage relationships with outsourced vendors ensuring performance against agreed metrics and compliance with service-level agreements.
  • Partner with Supply Chain to lead Request for Proposal (RFP) process and contract negotiations for new and existing and service providers.
  • Ensure adherence to federal, state, and local laws governing payroll, HR data, and reporting.
  • Oversee internal controls, audits, and risk mitigation strategies for HR operations.
  • Communicate effectively with leadership and employees regarding HR processes, system changes, and compliance requirements.
  • Coach, mentor, and develop HR Operations managers and their teams to build capability and foster a culture of accountability and excellence.

Physical Requirements:

  • Occasional travel.
  • Hybrid work arrangement – virtual and on-site.
  • Occasional long, irregular hours.
  • Use of a personal computer (PC), computer terminal and/or telephone over 4 hours a day.
  • Occasional bending, twisting, crouching, pulling, pushing, and/or reaching to access job-related materials.

Skills:

  • Proven success in vendor management and technology-driven process improvement.
  • Demonstrated experience managing Payroll, HCM systems, Technology systems, and/or data analytics in a complex environment.
  • Strong knowledge of HR systems, payroll processes, and/or data analytics tools (e.g., Power BI, Tableau).
  • Exceptional leadership, organizational, and communication skills.
  • Advanced analytical and problem-solving capabilities.
  • Ability to collaborate and influence across organizational lines.
  • Strong working knowledge of business operations.
  • Excellent organizational and communications skills, including ability to influence change and facilitate cooperation across organizational lines.

Education & Experience:

  • High school diploma, GED, or equivalent and 12+ years of progressive experience, including 7+ years in an HR, Operations, or Technology leadership roles required.
  • Applicants with a Bachelor’s degree in Human Resources, Business Administration, Information Technology, or related field are encouraged to apply.

  • Timely and accurate payroll processing and compliance.
  • Effective implementation and optimization of HCM systems and processes.
  • Delivery of actionable workforce analytics that inform business decisions.
  • Positive stakeholder feedback on HR Operations performance.
  • Strong vendor performance and relationship management.
  • Compliance with applicable payroll laws, rules and regulations at the Federal and State levels.
