Job Summary & Position Rationale

The HR and Compliance Director leads ELF's HR and compliance function, partnering with the Executive Director and leadership team to build people systems that support the organization's programs, staff, and long-term growth. This role oversees the HR team and serves as the organization's lead on employment law, employee relations, benefits, and workforce compliance.

Duties/Responsibilities

  • Lead full-cycle recruitment, hiring, onboarding, and offboarding to support ELF's staffing needs for a workforce of 250-300 employees annually.
  • Serve as lead administrator of the organization's HRIS, ensuring data integrity, system configuration, and effective use across departments.
  • Create, implement, and maintain HR and compliance policies, including the employee handbook, in line with state and federal law.
  • Conduct regular compliance audits and reporting, identifying risk and recommending mitigation to senior leadership.
  • Ensure compliance with employment eligibility, driving and insurance requirements, background check, and required-training obligations (e.g., I-9, mandated reporter, sexual harassment prevention).
  • Manage employee relations matters, including workplace investigations, disciplinary actions, and performance improvement plans, as needed..
  • Administer leave of absence, accommodation, workers' compensation, and unemployment claims processes.
  • Oversee benefits administration, including broker and third-party administrator relationships, open enrollment, and payroll coordination.
  • Partner with Finance on benefits budgeting, enrollment, and planning.
  • Oversee compliance with health and safety regulations, including required plans and training.
  • Lead employee engagement, recognition, and training initiatives.
  • Develop and administer performance management and timekeeping accountability systems.
  • Partner with the Executive Director on strategic HR and workforce planning to support organizational growth.
  • Prepare HR and compliance reports for executive leadership and the Board.
     
Qualifications

Knowledge, Skills, and Abilities

  • Five or more years of progressive HR experience, and five or more years of staff supervision experience. 
  • Bachelor's degree in human resources, business administration, or a related field required. Master’s degree or equivalent experience preferred.
  • Strong working knowledge of California and federal employment law.
  • SHRM or PHR certification preferred.
  • Valid California driver's license, and personal vehicle insurance, and insurability under ELF’s vehicle insurance coverage. 
  • Strong communication, negotiation, and conflict-resolution skills.
  • Sound judgment, discretion, and the ability to handle confidential and high-stakes situations.
  • Proficiency with, or the ability to quickly learn, HRIS and benefits administration platforms.
  • Experience managing employee relations matters, including investigations and disciplinary processes.
  • Experience providing HR support to a dispersed workforce across multiple work locations and off-site placements.
  • Experience in non-profit environments. 

Pre-hire, Onboarding, Ongoing Requirements

  • Insurability under ELF’s vehicle insurance policy and/or approved exemption 
  • Mandated Reporter Training, Sexual Harassment Prevention & Response Training, and Other Required Trainings
  • Negative TB Results (screening, skin, blood, or xray)
  • Background Check clearance and/or approved exemption through ELF and FUSD
  • Lingual & Literacy Assessments for language requirements as implemented 

Work Environment & Conditions

  • Physical Space: when performing administrative tasks, they will work in a shared, open office space with a designated workspace and issued work computer for in-office administrative tasks. When performing physical tasks, they will be exposed to outdoor temperatures & elements, outdoor noises in an urban environment.
  • Company Culture: a collaborative, multilingual staff supporting different organizational functional needs. 
  • Team Dynamics: works independently in day-to-day tasks, and works collaboratively alongside other staff, volunteers, contractors, or interns to support evolving community outreach & support needs. 
  • Travel: some travel may be required to pick up equipment, attend training, perform other work duties, etc.

Physical Requirements

  • Must be able to lift up to 25 pounds.
  • Must hear staff on the phone and those served in person and speak clearly to communicate information to clients and staff.
  • Must be able to read memos, computer screens, personnel forms, and clinical and administrative documents.
  • Must have high manual dexterity.
  • Must be able to reach above the shoulder level to work, must be able to bend, squat and sit, stand, stoop, crouch, reach, kneel, twist/turn.
     

Skills Required
