Position Description:
Provides technology and functional leadership and expertise in solutioning Security Exchange Commission (SEC) Regulatory Fund and Aggregate monitoring rules for compliance monitoring. Solutions various data and data warehousing needs for Investment Compliance Engine (ICE). Oversees junior developers by providing guidance and supervising the requirement analysis, design, and end-to-end delivery process, including reviewing designs, data models, and developed code. Manages Agile teams, conducts agile ceremonies, and backlog grooming sessions to help with estimation and planning. Draws on in-depth knowledge of the business or function to provide business unit-wide solutions by developing complex, multi-faceted data solutions. Researches and recommends new technologies in support of the strategic direction of the business unit and participates in the research and recommendation of appropriate models, methods, tools, and technologies to achieve business-unit-wide solutions.
Primary Responsibilities:
Translates and incorporates business vision and strategy to architectural strategy.
Participates in business and technology fusion sessions with product teams on new requirements for monitoring rules.
Identifies potential gaps in the current operation models and design component enhancements.
Identifies functional gaps and technical challenges, and works with compliance technology teams, architecture, and product owners to propose solutions.
Serves as a technical lead on core engine module enhancements for initiatives.
Sets best engineering practices in database code development and Agile process.
Identifies and consults with internal and external technical resources to produce cross-company strategic designs.
Consults on development and delivery of major technology initiatives for the business unit.
Consults on deployment of major project deliverables.
Consults on the documentation of major technology applications.
Initiates and drives project or strategy discussions with users or external groups to resolve issues.
Provides leadership, technical supervision, and expertise to multiple teams in broad technical areas on complex organization-wide projects.
Advises senior management on technical strategy.
Researches and recommends new technologies.
Regularly provides guidance, training, and coaching to other team members for performance and career development.
Identifies and plans for future resource needs.
Education and Experience:
Bachelor’s degree in Computer Science, Engineering, Information Technology, Information Systems, or a closely related field (or foreign education equivalent) and six (6) years of experience as a Director, Data Engineering (or closely related occupation) designing, developing and implementing information technology solutions in a financial services, operations, and product development environment.
Or, alternatively, Master’s degree in Computer Science, Engineering, Information Technology, Information Systems, or a closely related field (or foreign education equivalent) and four (4) years of experience as a Director, Data Engineering (or closely related occupation) designing, developing and implementing information technology solutions in a financial services, operations, and product development environment.

Demonstrated Expertise (“DE”) identifying and performing analysis and design of highly scalable and performant investment compliance monitoring systems, leveraging data for the implementation of Fund Monitoring (FM), Aggregate Monitoring (AM), and Limit Analysis (LA) tests during Time-Of-Trade (ToT) and as part of End-Of-Day (EOD) batch cycle, using Oracle, Informatica, and Kafka; and performing analysis of investment compliance needs (Fund of Fund (FoF) explosion and derivatives look-through), using Oracle tools.
DE building system architecture designs and developing solutions for application data storage, using Oracle technologies; performing data warehousing using Informatica, Oracle tools, and Information barriers; creating and customizing data quality frameworks as per compliance monitoring needs, using Oracle Enterprise Data Quality (EDQ); providing data protection for data structures using Oracle tools and Security Assertion Markup Language (SAML) Single Sign-On (SSO) frameworks; performing performance tuning and optimization using Oracle tools; and performing shell scripting and scheduling using Autosys.
DE provisioning Cloud infrastructure components -- Elastic MapReduce (EMR), Elastic Compute Cloud (EC2), Elastic Kubernetes Service (EKS), Relational Database Service (RDS), and Elastic Load Balancer setup -- for data analysis, reporting, and consumption on Cloud, using Amazon Web Services (AWS), AWS Lambda server-less computing, Cloud formation, and CI/CD tools (Jenkins and GitHub).
DE performing Aerospike caching to improve real-time compliance and check performance improvement, using Oracle; and designing and developing real-time ingestion pipes into Snowflake, using Snowflake analytics.
