Director of Data and Systems, Office of the Agency Chief Contracting Officer

The Finance Division at the NYC Health Department has central responsibility and authority for all the finance, contracting, procurement, payroll, and revenue functions of the agency. Finance helps to ensure that programs and operations have the information, analysis, funding, and capacity to deliver critical services effectively and meet the NYC Health Department’s public health and racial equity objectives. Finance is organized into five bureaus, each led by an Assistant Commissioner: Bureau of the Agency Chief Contracting Officer; Bureau of Budget; Bureau of the Controller; Bureau of Finance Administration and Planning; and Bureau of Revenue. Position Summary: The Director will oversee the development, implementation, and maintenance of data systems and tools that support procurement operations, reporting, and decision-making. The ideal candidate will have a strong background in data management, systems coordination, and a deep understanding of public sector procurement processes.
DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
-Oversee the collection, organization, and analysis of procurement data to enhance operational efficiency and ensure compliance.
-Ensure data systems and processes align with citywide procurement policies, regulations, and best practices.
-Conduct research and data analysis on the NYC Health Department’s contracting and procurement processes. Prepare reports, interpret findings, and create data visualizations using appropriate tools.
-Monitor and troubleshoot the agency's internal Purchasing and ConTrak Management Systems by providing technical assistance, explaining business logic, delivering user training, and developing long-term solutions for evolving business needs.
-Provide user support for the agency's internal Purchasing and ConTrak systems and address procurement-related inquiries through the ACCO Help Desk.
-Maintain and update the ACCO SharePoint site on the NYC Health Department’s Intranet and coordinate with internal teams to manage procurement-related content on the public-facing Health Department website.
-Train and support NYC Health Department contracting and procurement staff on citywide procurement systems, including PASSPort, FMS, Direct Order, and other relevant platforms.
-Supervise and mentor one data and systems specialist.
-Collaborate with IT teams to implement system upgrades, resolve issues, and ensure seamless integration with other agency systems.
-Assist with onboarding activities for new ACCO staff members related to systems use.
-Liaise with internal and external stakeholders, including NYC Health Department IT teams, Finance bureau IT liaisons, and the Mayor's Office of Contract Services (MOCS), to coordinate systems and streamline procurement processes.
-Perform special projects and related work as required.
PREFERRED SKILLS:
-Previous experience working (at least 2 years) in any of the fields described above including writing queries in SQL.
-Previous experience (at least 2 years) developing and testing software/platforms or systems.
-Experience with stakeholder engagement and project management.
-Excellent, clear and succinct communication (verbal & written) and interpersonal skills.
-Experience juggling multiple priorities to meet hard deadlines; and exercising independent judgment and working both alone and with a
collaboration of colleagues within the Department.
-Experience with data collection, analysis and interpretation.
-Excellent analytical skills and attention to detail.

CITY RESEARCH SCIENTIST - 21744

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.
