Under policy direction from the Office of the County Manager and Commissioners Court, is responsible for the oversight of the Community Resources Department. Oversees overall operation of county-led Community Resources programs, both general and grant-funded. Serves as subject matter expert; develops department goals, strategic plans.Description
Responsible for overall operations of the Community Resources Department, including county-led Community Resources Programs (Residential Energy Assistance, Case Management Guardianship and Pauper Burial Programs); Housing and Urban Development Grant Programs, the Texas Department of Housing and Community Affairs Comprehensive Energy Assistance Program, and other programs related to addressing the Social Determinants of Health
Develops department goals and outcome measures, reviews fund and expenditure data; oversees development of department’s annual budget submission; provides analysis of progress made toward established goals and objectives to county leadership; approves forecasted budget requirements
Evaluates and assesses program initiatives; utilizes fiscal, management, and strategic planning information to facilitate policy discussion and decision-making
Provides leadership and managerial direction to direct reports and department personnel
Represents the department in Commissioners Court, makes recommendations to the Commissioners Court regarding critical department issues, and ensures timely and complete communication between all department entities
Provides strategic oversight for the County’s Public Facility Corporation and Housing Finance Corporation, ensuring alignment with County priorities, compliance requirements, and long‑term housing and development goals
Plans, develops, and coordinates with the Office of Emergency Management, the implementation of County operations and services due to crisis situations related to inclement weather, local disasters, and safety management for direct support to constituents requiring basic needs such as housing, food, and other related essential needs
Completes special projects that relate to community resources in accordance with direction of the County Manager, with authorization from the Commissioners Court
Serves as a liaison to community and intergovernmental partners
Performs related duties as required
Minimum Qualifications:
Graduation from an accredited college or university with a Master’s degree in a field related to Public Administration, Business Administration, Social Work, Management, or a related field, and ten (10) years of public or private sector management or administration experience with five (5) years of supervisory experience; or an equivalent combination of education and experience.
Comprehensive knowledge of management practices, cost/benefit criteria development and analysis; community resources principles, and Texas County government practices and procedures; considerable knowledge of public sector legislation, budget development, administration, goal development and team building; extensive knowledge of contract negotiation and development.
Skill in managing multiple projects; supervising managerial employees, and effective communication skills.
Ability to represent the County in a professional manner, bring diverse interests to consensus, operate a personal computer, peripherals and basic office equipment; ability to work with a diverse group of people including the general public, county employees, business leaders and government officials.
Physical requirements included lifting, carrying 5-15 lbs. occasionally; visual acuity, speech and hearing; hand and eye coordination and manual dexterity necessary to operate basic office equipment. Subject to sitting, standing, walking, reaching and handling to perform the essential functions.
May be required to work more than 40 hours during the workweek.
