The NC Department of Adult Correction is one of the largest state agencies with more than 14,000 employees. It is responsible for safeguarding and preserving lives and property through prevention, protection, and preparation as well as the care, custody, and supervision of all adults sentenced for violating North Carolina laws. This department includes state prisons with custody, healthcare, and facility operations staff as well as probation/parole officers who supervised sentenced people in the community. Description of Work

The Director of Business Operations leads the financial and business operations supporting NCDAC’s Support Services and Division of Engineering, Construction and Maintenance (DECM). The position partners with division leadership to ensure these organizations have the financial, administrative, personnel, and operational support needed to carry out their statewide responsibilities.
Some of what the Director oversees is:
- Budget development, accounting, financial reporting, purchasing, contracts, project funding, and fiscal controls
- Personnel administration, payroll-related processes, and other HR business functions
- Development and coordination of annual and six-year Capital and Repair & Renovation budgets
- Fixed asset management, management reporting, and business data analysis
- Operational support functions, including oversight of NCDAC vehicle fleet management activities
The position serves as a key coordination point between Support Services, DECM, NCDAC leadership, and other State agencies and leads approximately 25–30 permanent, temporary, and contract employees, including supervisors and professional staff.

  • Demonstrated experience with accounting, budgeting, auditing, financial reporting, and applicable financial standards, such as Generally Accepted Accounting Principles (GAAP).
  • Experience developing, monitoring, and managing organizational budgets and financial resources.
  • Documented experience leading business or financial operations teams, including responsibility for human resources or personnel administration.
  • Experience with payroll processes, systems, or related transactional/data management.
  • Demonstrated experience applying human resources policies, procedures, and processing personnel administration actions.

About the Division of Engineering, Construction, and Maintenance (DECM)

Division of Engineering, Construction, and Maintenance (DECM) operates as the NCDAC Capital Project Coordinator (CPC) and is tasked with coordinating all capital improvement and renovation and repair projects with the State Construction Office (SCO) and serves as the DAC representative on all matters involving the State Property Office and State Building Commission. Our unified purpose is to provide architectural and engineering support, sustainability, efficiency, and resiliency planning, construction, and maintenance services to ensure all statewide Institutions and Facilities remain in compliance with building codes, regulations, and legislative mandates, while also promoting the agency’s rehabilitation and reentry goals through offender job training within the construction and maintenance trades, while assisting institutions directly and indirectly with the installation and maintenance of kitchen, plumbing, mechanical, electrical, and electronics equipment.
