Core COTS Financial Modules: General Ledger (GL), Accounts Payable (AP), Accounts Receivable (AR), Purchasing (PO), Cost Management, Federal Financials, Sub-Ledger Accounting (SLA), and Oracle Projects Billing & Costing.
Specialized Custom Configurations: Healthcare Claims Processing extensions, Pharmacy Module extensions, Office of General Counsel (OGC) Debt Management module, and G-Invoicing broker tables.
Development & Toolset: Oracle Developer Suite (Forms 10g/11g/12c, Reports Builder), Workflow Builder, SplashBI Transactional Reporting, Connect:Direct scripts, PL/SQL packages, and shell scripting.
Architect and implement complex PL/SQL packages, procedures, functions, database triggers, and custom concurrent programs executing on Linux RHEL platforms.
Lead the engineering of claims-to-invoice conversion routines interfacing TRICARE Encounter Data System (TEDS) records from Managed Care Support Contractors (MCSCs) into OFF accounting tables, generating invoices, disbursements, and payment reporting (PWS 1.3).
Provide technical leadership and peer code reviews for Journeyman Developers (LCAT 312), enforcing secure coding guidelines and development best practices.
Lead the software engineering lifecycle for high-priority contract milestones and mandated DoD financial directives:

Central Accounting Reporting System (CARS): Engineer automated ingestion and ETL processing routines for the CARS Transactional Data Extract (CTDE) file, eliminating manual processes and automating daily cash transaction reconciliation against Treasury disbursement data.
SFIS, SLOA & CCAS Compliance: Lead annual enhancements and flexfield modifications to ensure OFF complies with DoD Business Enterprise Architecture (BEA) releases, Standard Financial Information Structure (SFIS), Standard Line of Accounting (SLOA), and Common Cost Accounting Structure (CCAS).
OFF to PRISM Interface: Build and sustain the automated technical "handshake" between OFF and Global Unison PRISM procurement software to validate funds commitment prior to contract obligation release.
External Financial Interfaces: Design, configure, and maintain secure data exchange interfaces with DFAS Defense Departmental Reporting System (DDRS) and Wide Area Workflow (WAWF) via Global Exchange (GEX), SPS-Treasury payment processing, and banking networks.
OFF Archival & Purge Strategy: Architect and implement the multi-year OFF Data Archival and Purge strategy for General Ledger and Sub-Ledger historical records.
CRMSIT Integration Testing: Support biennial CRM System Integration Test payment testing by generating TEDS test claim records, processing TED Master Files in OFF, and generating updated CORAMS reconciliation files.
Oversee software versioning, branching, and packaging across five (5) distinct environments: Development, System Test, QA/Pre-Prod (User Acceptance Testing), Benchmark, and Production.
Conduct all development strictly within the Development environment, accessed exclusively via the DHA DCOPS Application Virtualization Hosting Environment (AVHE).
Enforce strict environment segregation: ensure developers have no direct data access to QA/Pre-Prod and Production data; package deployment instructions for DBA execution.
Utilize enterprise Configuration Management tools (GIT/GitHub, Micro Focus SBM, HP Quality Center/ALM) for software change requests, source control, and Requirements Traceability Matrix (RTM) generation.
Author comprehensive System Design Documentation (SDD - CDRL 0010) and collaborate with test leads under the Test Evaluation Program Plan (TEPP - CDRL 0013) to achieve zero defect leakage for major/moderate defects.
Ensure all code artifacts adhere to DISA Application Security and Development STIGs, NIST SP 800-53 controls, and static/dynamic application scanning tools (Fortify, SonarQube, Burp Suite, VS Code).
Support Section 508 Accessibility compliance across all developed forms, screens, and report layouts in accordance with WCAG 2.1 Level AA standards.
Support Tier 3 production escalation and rapid troubleshooting for concurrent processing bottlenecks, data locks, and application outages:
