Background
As part of its contract amendment, SCS is expected to engage in some regulatory system related activities through providing support to the Ethiopian Food and Drug Authority (EFDA). This includes strengthening the electronic regulatory information system (eRIS). The support on eRIS is found to demand the recruitment of system developers and administrators. The organization operates mission-critical information systems that support regulatory, operational, and service-delivery functions across multiple environments, including on-premises infrastructure, private data centers, and cloud platforms. As system complexity and service demand increase, there is a growing need to strengthen infrastructure reliability, security, performance, and cost efficiency while ensuring compliance with government and regulatory standards. In addition, ongoing initiatives such as service identification, infrastructure modernization, cloud or data-center migration, and cost optimization require specialized technical expertise that integrates both DevOps engineering and systems administration capabilities. To address these needs, the organization seeks to engage a qualified professional who can provide integrated DevOps and System Administration services to support stable operations and long-term sustainability of its digital platforms.
Objective/Overall deliverables
- Infrastructure Management: Administer and maintain physical, virtual, and cloud-based systems to ensure high reliability and performance.
- DevOps Integration: Implement automation, CI/CD pipelines, and Infrastructure as Code (IaC) to streamline operations.
- System Optimization: Lead initiatives for service identification, datacenter or cloud migrations, and infrastructure cost-efficiency.
- Security & Compliance: Enforce rigorous security protocols, automated backups, and disaster-recovery plans in line with regulatory standards.
- Monitoring & Support: Utilize continuous monitoring tools to improve system availability and resolve issues proactively.
- Sustainability & Collaboration: Foster long-term operational health through detailed documentation, knowledge sharing, and close partnership with development teams.
Description of Services to Be Provided
Under the supervision of the MIS Manager and Deputy Chief of Party and working closely with SCS and EFDA technical staff and leadership, the Consultant will undertake the following tasks:
1. Infrastructure Administration & Design
• End-to-End Design & Operations: Design, operate, and optimize the organization’s IT infrastructure to ensure reliability and efficiency.
• Multi-Environment Management: Administer virtual servers, operating systems, networks, and cloud environments.
• Cloud & Data Center Migration: Lead and support activities related to migrating services between cloud platforms and data centers.
2. DevOps & Automation
• Infrastructure as Code: Support the transition toward automated, programmable infrastructure environments.
3. System Optimization & Rationalization
• Performance Tuning: Conduct continuous monitoring and performance tuning of all production systems.
• Service Mapping: Perform service inventory and dependency mapping to understand the IT landscape.
• Decommissioning: Identify and decommission unused or redundant services to reduce technical debt.
• Cost & Resource Optimization: Lead infrastructure rationalization initiatives and identify opportunities for cost savings.
4. Security, Resilience & Compliance
• Security Enforcement: Implement and enforce rigorous security controls across all layers of the infrastructure.
• Data Protection: Manage backup systems and disaster-recovery protocols to ensure data integrity.
• Regulatory Compliance: Ensure all IT operations comply with internal organizational policies and external regulatory requirements.
5. Documentation & Knowledge Transfer
• Technical Documentation: Produce comprehensive, up-to-date technical documentation for all systems and processes.
• Structured Knowledge Transfer: Conduct formal training and knowledge sharing with internal IT teams to ensure long-term sustainability.
• Operational Continuity: Ensure system resilience and continuity through proactive planning and team enablement.
• Ad-hoc Tasks: Execute additional tasks as specified within the final formal agreement.
6. Other related tasks assigned by the TWG
QUALIFICATIONS
Advanced Degree in Computer Science, Software Engineering, Information Systems, Computer Engineering or a closely related field.
• A minimum of seven years of progressive professional experience in DevOps, systems administration, infrastructure engineering, or related technical roles.
• Demonstrated expertise in DevOps engineering and system administration, including management of Linux/Unix-based systems, virtualization, and cloud platforms.
• Hands-on experience with at least one major cloud service provider (e.g., AWS, Azure, or Google Cloud Platform).
• Practical experience with CI/CD pipelines, automation, and Infrastructure as Code tools.
• Strong understanding of networking, firewalls, security controls, backup, and disaster-recovery mechanisms.
• Proven ability to produce high-quality technical documentation, including system architecture diagrams, runbooks, SOPs, and migration plans.
• Professional certifications in cloud, DevOps, or systems administration (e.g., AWS, GCP, Azure, RHCSA/RHCE) are considered an added advantage.
• Prior experience working on eRIS, government, public-sector, health, or regulated environments is highly desirable.
