Job Description:

Parsons is seeking a highly experienced and accomplished Design Manager (PMC) to lead design and delivery of complex Research Development facilities. In this role, you will manage multidisciplinary design teams, specialist consultants, technical stakeholders, and authorities to ensure designs are innovative, functional, compliant, and aligned with project objectives from concept through construction and handover.

What You'll Be Doing

  • Lead the overall design management and coordination of major Research Development facilities from concept design through detailed design and construction support.

  • Manage multidisciplinary design consultants, specialist designers, and technical advisors to ensure integrated and coordinated design solutions.

  • Oversee the planning, review, and approval of design deliverables, ensuring compliance with project requirements, operational objectives, applicable codes, and industry standards.

  • Coordinate and integrate specialized R&D infrastructure requirements, including laboratories, cleanrooms, critical utilities, building services, process systems, and digital technologies.

  • Act as the primary design interface between the Client, stakeholders, operators, end users, authorities, and project teams.

  • Establish and manage design schedules, design management plans, design review processes, and deliverable tracking systems.

  • Lead value engineering, design optimization, risk mitigation, and innovation initiatives throughout the design lifecycle.

  • Monitor design progress, identify technical challenges, and proactively implement solutions to maintain project objectives.

  • Ensure design coordination with procurement, construction, commissioning, and operational readiness requirements.

  • Support construction teams by resolving design-related issues, managing design changes, and ensuring adherence to approved design intent.

  • Establish and maintain design quality assurance processes, technical governance frameworks, and design reporting procedures.

What Required Skills You'll Bring

  • Bachelor’s Degree in Architecture, Engineering, Design Management, Building Services Engineering, or a related discipline. Master's Degree preferred.

  • Minimum 15-20 years of experience in design management, design coordination, and delivery of major capital projects.

  • Demonstrated experience delivering complex research, laboratory, healthcare, technology, advanced manufacturing, or similar specialized facilities.

  • Extensive experience managing multidisciplinary design teams, consultants, specialist engineers, and technical stakeholders.

  • Strong understanding of laboratory planning, cleanroom environments, critical infrastructure, building services, and specialist technical systems.

  • Proven experience managing design development through concept, schematic, detailed design, tender documentation, and construction support stages.

  • Strong knowledge of design standards, building regulations, authority approval processes, and industry best practices.

  • Experience in design management within PMC, consultancy, or client-side environments.

  • Strong understanding of BIM, digital engineering, design coordination platforms, and integrated project delivery methodologies.
