Design Manager - SCADA/ICA
Dubai, UAE
Parsons is looking for an amazingly talented and experienced SCADA / Instrumentation, Control & Automation (ICA) Design Manager to lead a team of Engineers in our rapidly growing Smart Infrastructure Group (SIG) in Dubai. In this role, you will provide technical leadership, discipline governance, and management across SCADA and automation systems for water and wastewater, infrastructure, utilities, and transportation projects.
What You'll Be Doing:
Act as the company's SCADA/ICA technical authority and primary interface with clients, contractors, stakeholders, and authorities throughout project execution, resolving complex technical issues.
Lead and manage SCADA/ICA engineering teams, providing technical direction, mentoring, oversight, and coordinating internal resources to achieve project objectives.
Lead the development, review, and approval of SCADA/ICA system designs, control philosophies, system architectures, Functional Design Specifications (FDS), and contractor submissions, ensuring compliance with project specifications, standards, and authority requirements.
Review and approve key engineering deliverables, including PFDs, P&IDs, I/O schedules, Cause & Effect matrices, interlock and logic diagrams, Functional Design Specifications (FDS), and pressure safety valve (PSV) sizing, where applicable.
Lead multidisciplinary coordination across Mechanical, Electrical, MEP, ICT, ITS, and Civil disciplines to ensure successful integration of SCADA/ICA systems with all project subsystems.
Oversee the installation, testing, commissioning, Factory Acceptance Testing (FAT), and Site Acceptance Testing (SAT) of SCADA/ICA systems.
Support the development of Project Execution Plans, QA/QC plans, and HSE procedures for SCADA/ICA systems.
Collaborate with Project Managers and Discipline Leads to develop and deliver project budgets, schedules, resource plans, and technical work plans.
Manage technical risks, design changes, technical commitments, and system performance requirements, implementing mitigation strategies to support successful project delivery.
Lead and participate in HAZOP, HAZID, and other safety reviews, ensuring compliance with applicable safety standards and regulatory requirements.
Support procurement activities by preparing tender documentation (BOQs, Scope of Work, and technical specifications) and conducting technical evaluations of vendor submissions, systems, and equipment.
Monitor technical progress, key milestones, and project risks, providing timely reporting and implementing corrective actions to maintain delivery objectives.
Promote technical excellence, innovation, and continuous improvement in SCADA, industrial automation, control systems, and digital infrastructure solutions.
What Required Skills You'll Bring:
Degree in Electrical / Instrumentation / Control / Systems Engineering
Minimum 15 years of experience in SCADA system design and integration, Instrumentation and control systems (ICA) and Large infrastructure, utilities, or transportation projects
Proven experience in design and delivery of SCADA, ICA projects, system integration across multidisciplinary environments
Strong experience in design, design review, construction supervision, and commissioning
Proven experience in a lead or discipline management role
Proficiency in engineering tools and software associated with SCADA and ICA systems
Experience with digital platforms, automation software, and control system configuration tools
Experience, competent and confident in client-facing role and presenting design solutions
Prior UAE / GCC experience in a similar role
Chartered Engineer or working towards chartership
