Primary Purpose

Responsible for the overall information systems operations in the department, including database creation/ implementation/maintenance, applications analysis, project management, and serving as a liaison between the department and the Information Technology (IT) division in order to ensure optimal information systems for the assigned department.

Minimum Specifications

Education

 Must have a Bachelor’s degree in a health related field or Information Systems.

Experience

 Must have five years of experience in designing and maintaining complex databases, working with application design and system development, and creating statistical reports.

Equivalent Education and/or Experience

 May have an equivalent combination of education and/or experience in lieu of specific education and/or experience as stated above.

Certification/Registration/Licensure

 License or certification in area of clinical expertise may be required.

Skills or Special Abilities

 Must be able to demonstrate knowledge of clinical and administrative procedures, practices and protocols.

 Must have in-depth practical knowledge of using information technology to assist in the delivery of fast and efficient patient care.

 Must be able to demonstrate an understanding of the interdepartmental roles of various health and allied professions, define complex relationships between medical and business related needs and technical system elements, recognize system problems, identify the cause and implement appropriate solutions.

 Must demonstrate knowledge of operating systems in a client-server environment.

 Must have experience with Database Management Systems operations, maintenance, and backup/recovery.

 Experience in SQL reporting required (example: Crystal Reports, Access).

 Must be able to apply rigorous analytical skills to improvement efforts.

 Must be able to prioritize efforts to achieve strategic goals.

 Must have excellent verbal and written communication skills.

 Must be customer service oriented.

 Must be able to work a revised shift as required.

 May be required to respond to service calls around the clock.

Responsibilities

Provides technical guidance to assigned staff and serves as a clinical and operational resource to all management and physician staff.

 

Conducts and coordinates analysis of data using sound clinical and technical logic and statistical methodology to signify variance.

Provides technical writing support, documenting technical specifications and solutions to meet area reporting requirements.

Serves as a liaison between the assigned department and the IT division. Assists in the implementation and ongoing utilization of various programs with regard to IS issues pertaining to departmental applications and our clinical customers, in order to create a partnership.

Participates in the analysis and planning for relational databases.

Creates project methodology and data aggregation logic working with clinicians, operational leaders, and departmental staff to creating reporting results. May serve as a project manager as needed.

Trains assigned staff to ensure maximum utilization of individual and group capabilities, while providing optimal service to both internal and external customers.

Creates meaningful reports and optimizes designs in order to provide an optimal project for departmental management.

Creates and supports standard reporting methods for patient care on a regular basis and for departmental ongoing needs. Provides ad-hoc reports as requested.

Manages system hardware and manages upgrade and replacement projects. Develops long term strategic plans to ensure that the assigned department’s systems are competitive with the industry in terms of functionality and capacity.

Identifies ways to improve work processes and improve customer satisfaction. Makes recommendations to supervisor, implements, and monitors results as appropriate in support of the overall goals of the department and Parkland.

Stays abreast of the latest developments, advancements, and trends in the field by attending seminars/workshops, reading professional journals, actively participating in professional organizations, and/or maintaining certification or licensure. Integrates knowledge gained into current work practices.

Maintains knowledge of applicable rules, regulations, policies, laws and guidelines that impact the area. Develops effective internal controls designed to promote adherence with applicable laws, accreditation agency requirements, and federal, state, and private health plans. Seeks advice and guidance as needed to ensure proper understanding.

Skills Required

  • Bachelor's degree in a health-related field or Information Systems
  • Five years of experience designing and maintaining complex databases
  • Five years of experience with application design and system development
  • Five years of experience creating statistical reports
  • Equivalent combination of education and experience may substitute for specified requirements
  • License or certification in area of clinical expertise, if required
  • Knowledge of clinical and administrative procedures, practices, and protocols
  • Practical knowledge of information technology supporting patient care delivery
  • Knowledge of operating systems in a client-server environment
  • Experience operating, maintaining, and backing up or recovering database management systems
  • Experience with SQL reporting, such as Crystal Reports or Microsoft Access
