Position Summary:

The HR Specialist (Workforce Planning) leads workforce planning, talent management, and HR audit activities. This role provides expert consultation on workforce planning strategies, succession planning, retention, and executive talent management. The specialist develops and maintains the Workforce Plan and ensures alignment between current workforce capabilities and future organizational needs.


Essential Functions:

  • Conduct HR audits to evaluate compliance, processes, and workforce readiness.
  • Provide expert consultation on workforce planning, succession planning, retention strategies, and executive talent management.
  • Lead development and maintenance of the Workforce Plan, including workforce analysis, maturity model assessments, IT workforce planning, and workforce action plans.
  • Assess workforce size, composition, and capability to determine current and future organizational needs.
  • Perform workforce gap analyses to identify staffing, skills, and competency gaps.
  • Engage cross functional stakeholders to prioritize workforce gaps and develop strategies addressing root causes
  • Track, monitor, and report progress on workforce action plans, including timelines, activities, and success metrics
  • Collect and analyze stakeholder feedback to evaluate the effectiveness of workforce planning initiatives.
  • Support the development, documentation, and maintenance of HR standard operating procedures (SOPs)
  • Collaborate with data analysts to ensure accurate, timely, and actionable workforce reporting.
Qualifications

Required Qualifications:

  • US Citizen
  • BS or BA degree
  • Minimum 5 years of experience in workforce planning.
  • Demonstrated experience conducting HR audits, gap analyses, and workforce assessments.
  • Knowledge of federal HR policies, regulations, and workforce planning frameworks.
  • Experience developing workforce plans and action plans.
