Job Title: Database Management Analyst III
Job Location: Norfolk/Portsmouth VA
Security Clearance: Active SECRET Clearance
Period of Performance: Base year, beginning May/June 2024, plus Four 1-year options.
Salary Midpoint Range: $90K
Job Description: SimIS has been awarded a contract with the Naval Information Warfare Center (NIWC) Atlantic that must be filled within 30-45 days. NIWC Atlantic requires system, functional, and technical expertise to support and sustain the Submarine Software Tools and Development (SSTD) applications. The Database Management Analyst will perform cloud-based database management and analysis support to submarine testing, maintenance, and communications solutions for both new construction and modernization of ship-board and shore-based programs.
Duty Requirements:
- Provide technical review and change management oversight for the collection, reconciliation, compilation, manipulation and display of current and historical data.
- Analyze current and historical data to identify class trends for use during advanced planning and execution planning.
- Conduct detailed Data analysis to identify areas of concern as related to deferred work, inadequate execution or future programming requirements.
- Retrieve, analyze, catalog and post ship testing, maintenance, and communications database entries as directed in support of program/application requirements.
- Review, analyze and report material concerns from data retrieved from classified and unclassified data sources.
- Collaborate with Navy and contract engineers to document, interpret, and analyze current and fielded system ship-board and ashore data and system requirements.
- Research, identify, and validate authoritative information sources to support documented and validated program requirements.
- Draft and present technical papers and briefings.
Experience Required:
- BS in a business, technical or engineering field, Master’s degree preferred.
- Minimal of ten years’ logistics/database management experience using US Navy/Military Sealift Command databases/systems such as CMLS, ShipCLIP, R-Supply, WinMASP, CDMD-OA or MERLIN.
- Minimum of 5 years of experience in database administration and analysis using tools such as, Structured Query Language (SQL), MySQL, Oracle Relational Data Management Systems database (RDBMS), MS SQL Server, or Knack
- Experience implementing policies, practices, and procedures that properly manage the full data life cycle needs of client cloud-based database systems to include database administration, cloud governance compliance, data warehousing, data movement, data mining, data quality assurance, data security, and data management.
- Experience applying DevOps principles to automate database processes in order to increase software delivery speed and stability.
Special Skills/Knowledge/Training Required/Desired:
- Knowledge of cloud service issues related to data management techniques and processes, including data collection, data validation, and data storage.
- Knowledge in database compliance for registration in the Department of Navy Application and Database Management System (DADMS).
- Knowledge applying Federal and Department of Defense cyber compliance governance to traditional and cloud-based database systems
- Knowledge in developing and maintaining client/servicer databases.
